About this opportunity
The Transportation Security Administration published this Special Notice to solicit concept papers for potential solutions across strategic areas aligned with its transportation security mission through the Transportation Security Innovative Concepts program. The notice seeks development proposals in areas such as identity management, screening technologies, cargo and infrastructure security, and public area protection.
The objective is to obtain solutions that can provide near-term improvements to existing security operations. There is no defined response deadline, and proposals will be evaluated on a rolling basis. Eligible contractors may submit concepts at any time for consideration in agency spending plans. If selected and funds are available, projects may receive funding through contracts, grants or other agreements. Proposals will be treated sensitively for competitive evaluation based on technical merit, relevance, qualifications, cost, and availability of funding. Awards are not guaranteed and the TSA reserves right to fund fully, partially, or not at all.
Notice text
This publication constitutes a revision to the Transportation Security Innovative Concepts (TSIC) Broad Agency Announcement (BAA) HSTS04-20-R-BAA004 as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2) and 35.016.
The Transportation Security Administration (TSA) is interested in receiving concept papers for development projects that support the TSA mission of ensuring the safety of the nation’s transportation systems. To this end, the TSA seeks development across broad strategic areas with potential for advancement and improvement of TSA security operations, technologies, processes, human-factors, and capabilities. The TSA is specifically interested in development that will provide for near term improvement of current security operations and capabilities as aligned with Requirements Capability Analysis (RCA) Capability Roadmaps.
The objective is to obtain potential solutions to a number of problem areas associated with RCA’s Capability Roadmaps. The Capability Roadmap areas include but are not limited to:
- Identity Property Management
- Environment
- Vetting
