About this opportunity

The Department of Homeland Security (DHS) Directorate of Science and Technology (S&T) has issued a modernized Long Range Broad Agency Announcement (LRBAA) 24-01, representing a five-year open solicitation running through May 31, 2029. This Special Notice has undergone multiple amendments, with Amendment 04 being the most recent, removing fourteen additional research topics from the original announcement. The LRBAA serves as the primary mechanism for DHS S&T to fund scientific and technical research projects across multiple disciplines that enhance the Department's operational capabilities and support the broader Homeland Security Enterprise. The announcement operates under Federal Acquisition Regulation provisions and explicitly states that no separate Request for Proposals will be issued. DHS conducted an Industry Day event in August 2024 to provide stakeholders with detailed information about the solicitation process and requirements.

The LRBAA's primary objective is to fund research and development projects spanning six critical mission areas including counter-terrorism, border security, cybersecurity, critical infrastructure protection, preparedness and resilience, and workforce development. Contractors must participate through a structured three-step process: Industry Engagement, Virtual Pitch, and Written Proposal, with all initial submissions required through the DHS S&T Office of Industry Partnerships portal. Eligibility extends to a broad range of organizations including small businesses, academic institutions, Historically Black Colleges and Universities, and other entities, with no set-asides specified. The solicitation encompasses three types of research: near-term component needs (Type I), foundational science research (Type II), and emerging threat exploration (Type III). Awards may take various forms including research and development contracts, grants, cooperative agreements, and other transaction agreements, with multiple awards anticipated throughout the announcement's duration.
