About this file

This is a Statement of Work (SOW) for FEMA's Transportable Temporary Housing Unit (TTHU) Retrofit Shower and Accessories Installation Kits procurement. The contractor shall furnish all materials, supplies, equipment, and related resources necessary to provide retrofit shower and accessories kits in accordance with the specifications outlined. FEMA requires two different retrofit shower configurations due to variations in Manufactured Housing Unit (MHU) widths: one specification for 1-bedroom, 2-bedroom, and 3-bedroom MHUs, and a separate specification for 8-foot-wide express MHUs. The contract utilizes a Request for Call Order Proposal (RFCOP) process for ordering, with a five-year ordering period from award.

The 60x30 kit for standard MHUs includes a 60x30 multi-piece barrier-free shower with subway tile and 0.75-inch threshold, 2-inch no-caulk brass drain, shower valve with grab bar handheld kit, shower curtain, curtain rod, water stopper kit, grab bars, and padded shower seat. The 36x36 kit for express MHUs includes a comparable 36x36 multi-piece shower with center drain and slightly smaller accessories. All items must be delivered in original manufacturer packaging as new, unused products complying with applicable fire and safety standards. The contractor must deliver installation kits to the specified FEMA destination within 30 calendar days of order, typically to the FEMA Manufactured Housing Storage Site (MHSS) in Cumberland, Maryland at 11601 PPG Road. All items must be delivered on pallets accompanied by an itemized Bill of Lading and a delivery spreadsheet provided within one business day. The contractor is responsible for replacing damaged or missing items at contractor expense within 10 business days. Government inspection and acceptance will be conducted in accordance with FAR 52.212-4(b), with acceptance by the Contracting Officer (CO) or Contracting Officer's Representative (COR). If an accepted product becomes unavailable, the contractor must propose a substitute product in writing for written approval from the CO or COR prior to shipment.

FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) TRANSPORTABLE

TEMPORARY HOUSING UNIT (TTHU) RETRO FIT SHOWER AND ACCESSORIES

INSTALLATION KITS STATEMENT OF WORK (SOW)

1. BACKGROUND

The Federal Emergency Management Agency (FEMA, or the Agency) is authorized under

Section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C.

5174), as amended, to provide Direct Assistance to eligible disaster survivors. As part of its emergency response mission, FEMA provides Transportable Temporary Housing Units

(TTHUs). The TTHUs include typical household Baths & Showers. FEMA ensures that all eligible survivors have equal access to Direct Assistance in accordance with the Uniform Federal

Accessibility Standards (UFAS) and the Architectural Barriers Act Accessibility Standards

(ABAAS), as applicable. To accommodate eligible survivors who require accessible bathing facilities, FEMA retrofits Temporary Housing Units (TTHUs), including Manufactured Housing

Units (MHUs), in the field with roll-in showers and transfer tubs when needed to meet a survivor’s requirements.

2. SCOPE

The Contractor shall furnish all materials, supplies, equipment, and related resources necessary to provide Retro Fit Shower and Accessories Kits in accordance with the specifications and guidelines outlined in this Statement of Work (SOW).

Due to differences in the width of MHUs for express MHUs versus the 1BR, 2BR and 3BR

MHUs, FEMA furnishes two different retro fit shower specifications. The 1BR, 2BR and 3BR

MHUs are furnished with identical showers. The Express MHUs are furnished with separate shower specifications. The showers for each MHU will be furnished with all accessories needed for complete installation. FEMA established NextGen Retro Fit Shower Drawings (not included in this package) to specify the showers needed to properly retrofit MHUs.

FEMA may utilize this purchase agreement to procure items that meet the specified requirements for the identified TTHU configurations. Specifications other than those identified in this document may also be considered to accommodate other TTHU configurations or alternative temporary housing units, as applicable.

3. REQUIREMENTS

The Contractor shall adhere to the following:

3.1 General Requirements

• Select retro fit shower as well as associated accessory items that meet the requirements specified in the installation kits (CLIN) Tables.

• The installation kits shall include the Retro Fit Shower and Accessories items listed for each kit in the CLIN tables.

• Each kit shall be packaged in one container prior to shipping to the FEMA site.

• Each package shall be labelled with a packaging slip that details the item(s) included in each shipment.

• Each kit shall be packaged appropriately to prevent damage during transportation and handling.

• All shower items shall comply with applicable fire and safety standards.

• Deliver Retro Fit Shower and Accessories Kits to the destination specified in the call order.

3.2 TTHU Retro Fit Shower and Accessories Kit

The Contractor shall deliver installation kits including only those retro fit shower and accessories items specified and accepted by FEMA as part of the Request for Call Order Proposal (RFCOP).

If an accepted product becomes unavailable, the Contractor shall propose, in writing (including emails) providing information on the proposed substitute product with enough information detailing how the proposed product meets the specifications outlined in this Statement of Work

(SOW). Prior to shipment, the Contractor must receive written (written includes emails) approval of the substitute product from the Contracting Officer (CO) or the Contracting Officer’s

Representative (COR).

All items, that are included in the installation kits, shall be delivered in their original manufacturer/factory packaging. All items shall be new and unused.
