About this file

This is a Statement of Work (SOW) for FEMA Transportable Temporary Housing Unit (TTHU) Retro Fit Shower and Accessories Installation Kits.

FEMA seeks to procure pre-assembled retrofit shower and accessory kits designed to provide accessible bathing facilities for disaster survivors in temporary housing units in compliance with Uniform Federal Accessibility Standards (UFAS) and Architectural Barriers Act Accessibility Standards (ABAAS). The contractor must furnish all materials, supplies, equipment, and related resources necessary to assemble two kit configurations: a 60x30 retrofit shower kit for 1-bedroom, 2-bedroom, and 3-bedroom manufactured housing units (MHUs), and a 36x36 retrofit shower kit for 8-foot-wide express MHUs. Each kit includes a multi-piece barrier-free shower (Bestbath model or equal), brass drain, shower valve, grab bars, curtain rod, water stopper, shower seat, and related accessories. All items must be new, unused, delivered in original manufacturer packaging, and comply with applicable fire and safety standards including American National Standard A117.1 and 16 CFR Chapter II Subpart Consumer Product Safety Act. The contractor has a five-year ordering period from award and must deliver installation kits to the specified FEMA destination (typically the Manufactured Housing Storage Site in Cumberland, Maryland) within 30 calendar days from order date on pallets with itemized Bills of Lading. The contractor must notify the delivery point of contact to arrange delivery windows, provide a spreadsheet to the Contracting Officer and delivery location within one business day of delivery documenting item totals, and replace any damaged or missing items at contractor expense within 10 business days. Government inspection and acceptance occurs at the delivery location per FAR 52.212-4(b), with the Contracting Officer having final acceptance authority.

FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) TRANSPORTABLE

TEMPORARY HOUSING UNIT (TTHU) RETRO FIT SHOWER AND ACCESSORIES

INSTALLATION KITS STATEMENT OF WORK (SOW)

1. BACKGROUND

The Federal Emergency Management Agency (FEMA, or the Agency) is authorized under Section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C.

5174), as amended, to provide Direct Assistance to eligible disaster survivors. As part of its emergency response mission, FEMA provides Transportable Temporary Housing Units (TTHUs). The TTHUs include typical household Baths & Showers. FEMA ensures that all eligible survivors have equal access to Direct Assistance in accordance with the Uniform Federal Accessibility Standards (UFAS) and the Architectural Barriers Act Accessibility Standards (ABAAS), as applicable. To accommodate eligible survivors who require accessible bathing facilities, FEMA retrofits Temporary Housing Units (TTHUs), including Manufactured Housing Units (MHUs), in the field with roll-in showers and transfer tubs when needed to meet a survivor’s requirements.

2. SCOPE

The Contractor shall furnish all materials, supplies, equipment, and related resources necessary to provide Retro Fit Shower and Accessories Kits in accordance with the specifications and guidelines outlined in this Statement of Work (SOW).

Due to differences in the width of MHUs for express MHUs versus the 1BR, 2BR and 3BR MHUs, FEMA furnishes two different retro fit shower specifications. The 1BR, 2BR and 3BR MHUs are furnished with identical showers. The Express MHUs are furnished with separate shower specifications. The showers for each MHU will be furnished with all accessories needed for complete installation. FEMA established NextGen Retro Fit Shower Drawings (not included in this package) to specify the showers needed to properly retrofit MHUs.

FEMA may utilize this purchase agreement to procure items that meet the specified requirements for the identified TTHU configurations. Specifications other than those identified in this document may also be considered to accommodate other TTHU configurations or alternative temporary housing units, as applicable.
