About this file
This document is a Question/Clarification Government Response for FEMA solicitation number 70FB8027Q00000003, a Request for Quote (RFQ) for NextGen Retrofit Shower and Accessories Installation Kits. The solicitation has been issued as a Blanket Purchase Agreement (BPA) with a ceiling not to exceed the Simplified Procedures threshold of $9 million. Two shower kits are required: a 60x30 inch configuration (Bestbath model 5LBS6030E75B or equal, CLIN 0001) and a 36x36 inch configuration (Bestbath model 4LBS3636B5B or equal, CLIN 0003). Each kit includes the shower enclosure, grab bars, curtain rod, shower curtain, and miscellaneous accessories. The Government no longer requires ADA-certified models; quoters shall source products meeting specifications in Amendment 1 Attachment 1 (Statement of Work). Suppliers may source individual kit components from separate manufacturers provided each item meets SOW requirements and retains original manufacturer packaging before being consolidated into the complete installation kit for shipment.
The Government response addresses 31 clarification questions and corrections made through Amendment 1. Key corrections include: the correct solicitation number (70FB8027Q00000003), clarification that the SOW controls all product specifications (drain location, grab bar dimensions, curtain and rod sizes), a revised Pricing Table (Attachment 4) with corrected formulas and removed escalation clauses allowing offerors to price each option year independently, a revised Past Performance Questionnaire (Attachment 3) with clarified deadlines and recency definitions, and confirmation that technical drawings will not be provided—quoters must comply with SOW specifications. The estimated quantities and pricing structure are provided in the revised Attachment 4; delivery terms and FOB points are specified in SOW Section 6. Evaluation will follow FAR 52.212-2 for commercial products and services. Award may be made to multiple vendors, and quoters need not price every line item to be considered for BPA award, though pricing guidance is provided in FAR 52.212-1.

# Question/Clarification Government Response
Shower configuration and drawings. Attachment 1, section 3.2, item 1.1 specifies a right drain for the 60x30 shower, but Attachment 4, cell D3 lists both a center drain and a left drain. Which configuration controls? Please provide the NextGen retrofit drawings referenced in Attachment 1 or confirm that the corrected written specifications contain all required dimensions and installation-interface requirements without those drawings.
See Amendment 1_70FB8027Q000000003 Attachment 1 Statement of Work for dimensions and installation interface requirements.
Accessories. For the 36x36 kit, Attachment 1, items 3.4-3.5 require a 42 x 74 inch curtain and a 37.5 inch rod; Attachment 4, D5 instead lists 66 x 74 inches and 59.5 inches.
Attachment 4, D3 and D5 also list two grab bars described as 48 x 24 inches, whereas Attachment 1 requires two 24 inch bars for the 60x30 kit and one 24 inch plus one 12 inch bar for the 36x36 kit. Please confirm the controlling dimensions and quantities. Please also identify the required content of the soap dish, spring-clip wall hardware, 3 inch flange trim kit and installation materials listed only in Attachment 4, including whether these are separate accessories or included shower components.
See Amendment 1_70FB8027Q000000003 Attachment 1 Statement of Work for items specifications.
Pricing workbook and evaluation. Please issue a corrected Attachment 4 or instructions for completing it: H3:H6 have no base-extension formulas, J4 contains zero rather than an option shipping-price formula, and Q5 contains 15 rather than a quantity-times-price extension. Must offerors retain the 3.8% option-price escalation formulas, or may each period be priced independently?
Attachment 2, page 14 requires a six-month FAR 52.217-8 amount in the total evaluated price, but Attachment 4, D9 sums only the base and four options. Please specify how to calculate and show that six-month amount for the stated supply quantities.
A revised version of the Attachment 4 - Pricing Table is included under Amendment 1 _70FB8027Q00000003 Attachment 4 Pricing Table. The six-month option period pricing will calculated in accordance with Amendment 1_70FB8027Q000000003 Attachment 2 Terms and Conditions Section II. Price (c).
Past performance instructions. Attachment 3, page 1 gives a November 13, 2026, 10:00 a.m. EST PPQ deadline and refers to work started within three years of synopsis issuance. Attachment 2, page 12 instead requires PPQs by the offer deadline, which the notice sets at 1:00 p.m. Eastern on November 13, and work completed within three years before closing. Which PPQ deadline and recency definition apply?
A revised Attachment 3 - Past Performance Questionnaire is included under Amedment 1_70FB8027Q00000003 Attachment 3 Past Performance Questionnaire which addresses the PPQ deadline and recency definition that apply.
Could FEMA provide the referenced drawing and any associated technical specifications to prospective offerors?
A techincal drawing will not be provided. The techincal specifications are included in Amendment 1_ 70FB8027Q00000003 Attachment 1- Statement of Work.
If the drawing cannot be disclosed, could FEMA please clarify whether technical compliance will be evaluated solely against the SOW, pricing table, and other disclosed solicitation requirements? In such circumstances, we would also appreciate FEMA providing any additional dimensions, installation details, technical criteria, or configuration-specific information that can be disclosed to enable prospective offerors to establish compliance and prepare accurate, technically acceptable quotations.
Technical compliance will be evaluated against the contents of the solicitation incluiding the Statement of Work, Pricing Table, and Past Performance information in accordance with Amendment 1_70FB8027Q00000003 Attachment 2 Provision 52.212-2 EVALUATION -
