About this opportunity
The Federal Emergency Management Agency (FEMA) is soliciting bath and shower items for Transportable Temporary Housing Units (TTHUs) to support displaced individuals with disabilities under the Individual Assistance Direct Housing Program authorized by Section 408 of the Stafford Act. The procurement includes seven line items: a roll-in shower (Model 5LBS6030E75B or equivalent), a T-shaped water stopper kit, safety grab bars in four sizes (12", 18", 24", and 48"), and a padded shower seat with legs. All items must be new, unused, and comply with American National Standard A117.1, Uniform Federal Accessibility Standards (UFAS), Americans with Disabilities Act (ADA), and Consumer Product Safety Act requirements. Evaluation will be based on technical merit and fair and reasonable pricing, with award to the highest technically rated offeror(s) without trade-offs between price and technical factors; offerors must submit three volumes including a technical quote (10 pages maximum), past performance documentation (6 pages maximum with 2 pages per reference), and a firm-fixed price quote. The deadline for submitting questions is February 17, 2026, at 12:00 p.m. ET, and quote submissions are due by March 4, 2026, at 12:00 p.m. ET to Contracting Officer Keturah Stroy at Keturah.Stroy@fema.dhs.gov.
This solicitation is designated as a Total Small Business set-aside and will result in multiple award Blanket Purchase Agreements (up to three vendors) on a firm-fixed-price basis with no incumbent contractor. The contract will require delivery of 20 units per line item for a base year plus four option periods, with all deliveries made to the FEMA Manufactured Housing Storage Site (MHSS) Cumberland facility in Cumberland, Maryland within 30 calendar days of order placement; contractors bear all shipping costs, which must be included in unit pricing. The dollar limitation for each individual purchase under the BPA is $118,886.58, with a related prior purchase order valued at $99,453.48 providing market context. Past performance references must demonstrate similar projects completed within the last three years at CONUS and OCONUS locations. The contract period extends for five years from award, with electronic invoicing required via PDF to FEMA-Finance-Vendor-Payments@fema.dhs.gov and the Contracting Officer's Representative, and all contractors must maintain active System for Award Management (SAM) registration throughout performance.
