Deliveries must be made to the FEMA Manufactured Housing Storage Site (MHSS) Cumberland facility in Cumberland, Maryland within 30 calendar days of order placement (potentially 32 days if ordered on a weekend). The contractor bears all shipping costs, which are to be included in unit pricing, and may use dedicated loads, less-than-load (LTL), or package carriers. Contractors must provide shipping notifications via email to the Contracting Officer, Contracting Officer's Representative, and delivery point of contact with bill of lading copies, tracking numbers, and estimated delivery dates. Upon delivery, items must be accompanied by itemized bills of lading and delivered on pallets. The contractor has 72 hours from notification to repair or replace damaged items at its own expense. The ordering period extends for five years from contract award. Government inspection and acceptance will occur at the delivery location, with the technical point of contact conducting inspections and the Contracting Officer's Representative issuing final acceptance.
