About this opportunity
The Defense Logistics Agency Land and Maritime is seeking competitive sealed offers for transmission assemblies (NSN 2520-01-714-0929, Allison Transmission Part Number 12610296) through solicitation SPRDL1-25-R-0176. The contract requires compliance with ISO 9001:2015 quality standards, military-level preservation and Level A packing per Special Packaging Instruction AK17140929 Revision B, and inspection and acceptance at origin by the Defense Contract Management Agency. Award will be made to the responsible offeror submitting the lowest evaluated price, considering unit prices multiplied by estimated annual requirements plus transportation costs for FOB origin shipments. The items must comply with a Technical Data Package source-controlled to Allison Transmission, Inc. (CAGE 73342), and First Article Test approval is required unless waived by the Government. Offers are due April 20, 2026, at 3:00 PM Eastern Time, with all submission materials to be directed to Contract Specialist Richard J. Campbell at richard.j.campbell@dla.mil.
This is an unrestricted acquisition with no set-aside designations, meaning all qualified contractors including small business concerns may compete. The Government intends to procure an estimated total of 564 transmission units across a five-year requirements-type contract: 78 units in Year 1, 121 units in Year 2, 121 units in Year 3, 122 units in Year 4, and 122 units in Year 5. Delivery will commence 370 days after award if First Article Testing is required, or 280 days if waived, with subsequent deliveries of 20 units every 30 days to the Army General Supply Central Receiving facility in Texarkana, Texas. The place of performance is Warren, Michigan, with all items FOB Origin to Texarkana, Texas. Offerors must submit proposals on an all-or-none basis for the total quantities across all five ordering years, register in the System for Award Management, and comply with specialty metals restrictions, trade agreements certifications, small business subcontracting plan requirements, and various other federal acquisition clauses.
