About this opportunity
The Department of the Army Medical Command seeks medical and legal interpretation and translation services at Brooke Army Medical Center (BAMC), Fort Sam Houston, Texas, with proposals due August 13, 2026 at 12:00 PM CST. The procurement is set aside 100% for Women-Owned Small Businesses (WOSB), including Economically Disadvantaged Women-Owned Small Businesses (EDWOSB), and will be awarded as a single Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract under Lowest Price Technically Acceptable (LPTA) source selection.
Place of performance is BAMC and outlying clinics. The contractor must provide CCHI (Certification Commission for Healthcare Interpreters) and/or NBCMI (National Board of Certification for Medical and Legal Interpreters) certified personnel for verbal and written interpretation, on-site American Sign Language and ProTactile ASL, and Video Remote Interpretation (VRI) across 29+ languages including Spanish, Arabic, Cantonese, Dari, Farsi, Mandarin, Vietnamese, and others. Service response requirements are five minutes for telephonic and video interpretation, 48 hours for on-site emergency interpretation, 72 hours for prescheduled on-site interpretation, and 7–10 days for document translation. All VRI services must operate from standard web browsers without client software; solutions requiring local software must hold a current Authority to Operate (ATO) from a DoD facility other than VA. The contractor must maintain 24/7 availability and respond to on-site emergency requests within two hours of notification.
The contract runs five years from October 1, 2026 through September 30, 2031, with an optional six-month extension through March 31, 2032. The pricing worksheet specifies estimated maximum quantities: 100,000 minutes annually of telephonic interpretation, 40,000 minutes of VRI (other languages), 25,000 minutes of VRI (ASL), 5,000 hours each of on-site emergency and prescheduled interpretation, 2,000 hours each of on-site emergency and prescheduled ASL interpretation, 150,000 words of common-language document translation in the base year declining to 90,000 words annually thereafter, and 75,000 words annually of exotic-language translation. The minimum guaranteed contract value is $500; maximum value is to be determined based on awarded unit pricing. The incumbent contractor is Worldwide Interpreters Inc (awarded August 2025, valued at $288,098.90 through July 2028).
Evaluation criteria are technical approach, Risk Management Framework (RMF) compliance, past performance, and price. The contractor must comply with Defense Health Agency (DHA) Cybersecurity RMF Requirements including Authority to Operate (ATO) certification within twelve months of award and maintenance for six years or the vendor's commercial support period, whichever is longer. All interpreters must be U.S. citizens for on-site roles; remote OTP/VRI interpreters and translators are not subject to citizenship requirements. All on-site personnel must have background checks and maintain current certifications at no cost to the government. Services must comply with The Joint Commission standards, HIPAA, Privacy Act, FOIA, and federal healthcare regulations. NAICS code is 541930; PSC is R608. Amendments P0002 (issued August 7) and P0003 (issued August 11) extended the due date from August 10 and provided cybersecurity clarifications and a Questions and Answers document.

This is a Request for Proposal (RFP) for non-personal services contract to provide Medical and Legal Interpretation and Translation Services (verbal & written), on-site American Sign Language (ASL) and Video Remote Interpretation (VRI) at Brooke Army Medical Center (BAMC), Fort Sam Houston, Texas which shall contribute to a stable workforce tasked with providing quality health care services to a diverse beneficiary population. The contractor shall provide Certification Commission for Healthcare Interpreters (CCHI) and/or National Board of Certification for Medical and Legal Interpreters (NBCMI) certified personnel to perform interpreter and translation service to include sign language services for the Medical Treatment Facility (MTF), at BAMC and outlying clinics as required by this Performance Work Statement (PWS).
The contractor shall provide Medical and Legal Interpretation and Translation Services to the standards as defined within this PWS. Languages include, but not limited to: American Sign Language, Amharic, Arabic, Cantonese, Chilean, Dari, Farsi, French, German, Hindi, Italian, Japanese, Korean, Laotian, Mandarin, Mongolian, Nepali, Pashto, Portuguese, Romanian, Russian, Spanish, Swahili, Tagalog, Taiwanese, Thai, Turkish, and Vietnamese.
NOTE THE FOLLOWING REQUIREMENTS:
The service must be capable of being run from a standard web browser with no client software to be installed. Any solution that requires the installation of local client software or applications on government computers will require the vendor to possess a current, valid, and active Authority to Operate (ATO) for that software.
For browser-based Video Remote Interpretation (VRI) services, the Government requires that utilize standard web protocols (TCP 80/443). Due to the real-time protocols (like WebRTC or RTP) an active ATO from another DoD facility (excluding the VA) ensures their software, network ports, and streaming protocols have already been cyber-tested and that those specific streaming channels are safe.
