About this file
This is an Amendment (P00002) to Request for Proposal W81K0026RA042 issued by the Medical Readiness Command West, U.S. Army, for translation and interpretation services on an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract basis. The amendment extends the response due date from July 7, 2026 to August 13, 2026 at 12:00 PM Central Standard Time and modifies several key contract parameters and evaluation criteria.
The IDIQ contract will provide translation and interpretation services with a five-year ordering period from October 1, 2026 through September 30, 2031, with an optional six-month extension through March 31, 2032. Services include Video Remote Interpretation (VRI), Telephonic Interpretation (OTP), on-site interpreter services, and document translation. The contractor must exclusively employ interpreters certified by the Certification Commission for Healthcare Interpreters (CCHI) or the National Board of Certification for Medical and Legal Interpreters (NBCMI). Service response requirements specify five-minute delivery windows for both VRI and OTP, 72-hour availability for prescheduled on-site interpreters, and 7-10 business day turnaround for written translations. The minimum guaranteed contract value is $500.00, with maximum values to be determined at award based on unit pricing. Award will be made using Lowest Price Technically Acceptable (LPTA) source selection, evaluating proposals on technical approach, Risk Management Framework compliance, past performance, and price. The contracting officer is Salamey Paulouskaya, and the contract administration DoDAAC has been changed from HT0908 to HT9408.

Addendum to Evaluation - Commercial Product and Commercial Services
Miscellaneous text in this section has been modified to:
ADDENDUM TO FAR 52.212-2 EVALUATION - COMMERCIAL SERVICES
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the best value to the Government, price and other factors considered. Award will be made using the Lowest Price Technically Acceptable (LPTA) source selection process.
The following factors shall be used to evaluate offers:
Factor 1 - Technical Approach
Subfactor 1 - Personnel Certification: The contractor must exclusively provide interpreters certified by the Certification Commission for Healthcare Interpreters (CCHI) or the National Board of Certification for Medical and Legal Interpreters (NBCMI).
Subfactor 2 - Service Response Times:
Video Remote Interpretation (VRI): Service must be provided within 5 minutes of a request.
Telephonic Interpretation (OTP): Service must be provided within 5 minutes of a request.
Subfactor 3 - On-site Interpreter Availability: Prescheduled on-site interpreters must be provided within 72 hours.
Subfactor 4 - Document Translation Turnaround: Written translations must be completed and returned within 7 to 10 business days.
Subfactor 5 - Administrative Compliance:
Designating a point of contact before the contract starts.
Ensuring all personnel meet health and immunization requirements.
The following adjectival ratings will be used in evaluating the offeror's Technical Capability:
Acceptable - An Acceptable rating will be assessed on the offeror's if the quote clearly meets each aspect of the Statement of Work and other requirements listed in the solicitation.
2. Unacceptable - An Unacceptable rating will be assessed on the offeror's quote if it demonstrates any of the following:
a. Failure to meet each aspect of the Statement of Work and other requirements of the solicitation.
b. Failure to provide sufficient detail for the Government to determine whether its offer meets the Statement of Work and the requirements of this solicitation.
NOTE: Each subfactor shall be separately addressed in the offeror's quote. The offeror must be found technically acceptable on each subfactor in order to be eligible for award. If one or more subfactors are found technically unacceptable, the entire factor will be determined unacceptable, and thus not eligible for award.
Factor 2 - Risk Management Framework (RMF)
Factor 3 - Past Performance
Factor 4 - Price
Except for communications conducted for the purpose of minor clarification, the Government intends to evaluate the proposal and award a contract without discussions. Therefore, the proposal should contain the offeror's best terms from a technical capability, past performance, compensation plan and price standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the Contracting Officer to be necessary.
Factor 1 - Technical Approach
Technical capability ratings reflect the Government's confidence in the offeror's ability, as demonstrated in its written technical proposal, to perform the requirements stated in the solicitation. The Government will make an independent judgment of the probability of success. The following ratings will be used in evaluating each offeror's written technical proposal:
Acceptable - Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable - Proposal does not clearly meet the minimum requirements of the solicitation.
Factor 2 - Risk Assessment Framework
Risk Management Framework (RMF) Compliance: The following adjectival ratings will be used in evaluating the offeror's RMF capability:
Acceptable - Demonstrated willingness and ability to comply with the DHA Cybersecurity RMF Requirements and completion of Attachment 3 Medical Device Risk Assessment Form - MDRA.
Unacceptable - Failure to comply with the DHA Medical Device Risk Assessment Form completion (MDRA), Attachment 3.
Factor 3 - Past Performance
The following ratings will be used to determine degree of performance risk associated with the proposal. In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available, the offeror will not be evaluated favorably or unfavorably on the factor of past performance. In this case, the offeror's past performance is unknown and assigned a rating of "neutral" which results in an Acceptable rating for this factor.
Acceptable - Based on the offeror's past performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown.
Unacceptable - Based on the offeror's past performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Factor 4 - Price
The Government will evaluate for price reasonableness. The proposed price will be evaluated on the bottom-line price for the entire effort, inclusive of all options. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The Government may use various price analysis and procedures to ensure a fair and reasonable price. Some of those techniques are, but not limited to, comparison of proposed prices received in response to the solicitation and/or comparison of proposed prices with the Independent Government Estimate. Price must also be determined to be fair and reasonable.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
