About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 seeks operation of a 25-bed transitional housing facility under the Safe Haven model for homeless veterans, with proposals due September 14, 2026. The procurement is unrestricted; however, SDVOSB and VOSB status function as evaluation factors, with full credit for SDVOSB prime offerors and partial credit for VOSB prime offerors.
Place of performance is Montgomery, Alabama, within 15 miles of the Central Alabama Veterans Health Care System at 215 Perry Hill Road. The contract ceiling is $13.5 million over five one-year pricing periods from November 27, 2026 through November 26, 2031. Compensation is per occupied bed-day only; the estimated maximum annual quantity is 9,125 bed-days (25 beds × 365 days) with no minimum guaranteed quantity. The incumbent contractor's previous award number is 36C24722P0184.
The facility must operate 24 hours, 7 days per week as a low-barrier Safe Haven with no sobriety or treatment compliance requirements, serving VA-referred veterans with same-day placement capability. The contractor must provide safe community-based housing, case management using motivational interviewing and harm reduction principles, meals, hygiene facilities, laundry, structured therapeutic and vocational activities, crisis intervention, and transportation to VA and community appointments. Staffing must include case management, administrative, and clinical personnel with a full-time administrative staff member or designee on-site 24/7. The facility must be fully operational and pass all required VA inspections—including fire-suppression, food and nutrition, police, and facilities inspections—at the time of award. The contractor bears responsibility for property lease or purchase, renovations, furnishings, utilities, food service, zoning approval, business licensing, fire inspections, occupancy approval, accessibility modifications, and ongoing repairs. Performance standards target 80 percent average daily occupancy and rapid placement within 24 hours of referral. Three or more documented deficiencies per quarter trigger a negative performance rating and a 3 percent deduction from one monthly invoice. NAICS 624221 (Temporary Shelters); PSC G004 (Social Rehabilitation). Evaluation criteria include Technical Approach, Price, SDVOSB/VOSB status, and Past Performance.
