About this file
This is an Amendment to a Request for Quotation (RFQ) issued by the Department of Veterans Affairs, VISN 7 Network Contracting Activity for solicitation number 36C24727Q0003. The amendment extends the RFQ response deadline to September 14, 2026 at 11:59 PM EDT, incorporates vendor question responses, and adds Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) status as an evaluation factor. All quotes must include a signed copy of this amendment document.
The solicitation seeks a 25-bed Contract Residential Safe Haven facility for Veterans within a 15-mile radius of the CAVHCS facility in Augusta, Georgia. The contract structure consists of one base year plus four option years (five years total), with an estimated maximum annual quantity of 9,125 bed-days (25 beds × 365 days) and no minimum guaranteed quantity. Contractors are compensated only for occupied bed-days; unoccupied beds do not generate payment. All 25 beds must remain continuously reserved exclusively for VA-referred Veterans. The facility must be fully operational and capable of passing all required VA inspections at the time of award, including fire-suppression systems, VA Food & Nutrition, VA Police, and VA Facilities inspections. The contractor is responsible for all operational requirements including property lease or purchase, renovations, furnishings, utilities, food service, staffing, transportation, zoning approval, business licensing, fire inspections, occupancy approval, accessibility modifications, security upgrades, and ongoing repairs. The provider may use multiple facilities if each meets all Performance Work Statement requirements and maintains 24/7 on-site supervision within the required radius. Staffing must include case management, administrative personnel, and clinical oversight consistent with supportive-housing models, with a full-time administrative staff member or designee available 24 hours per day, seven days per week. The program operates as a low-barrier Safe Haven model with minimal rules, unrestricted resident access, no sobriety prerequisites, and harm-reduction principles. Evaluation factors include Technical Approach, Price, SDVOSB/VOSB status (with full credit for eligible SDVOSB prime offerors and partial credit for eligible VOSB prime offerors), and Past Performance. Non-Federal relevant experience such as grant-funded housing and programs serving Veterans referred through VA programs are considered acceptable past performance. The incumbent contractor's previous award number is 36C24722P0184. All quotations will be evaluated using comparative evaluation methodology, and responsive quotations must meet all minimum requirements of the solicitation.

Solicitation 36C24727Q0003 Questions
1. IDIQ Minimum/Maximum: The solicitation incorporates IDIQ ordering provisions and provides estimated annual quantities of 9,125 bed-days. Could you please confirm the minimum guaranteed quantity or dollar value and the maximum quantity or contract value under the resulting IDIQ contract?
The maximum annual quantity is 9,125 bed-days (25 beds × 365 days). There is no minimum guaranteed quantity. Bed-days are billable only when occupied by a Veteran; unoccupied beds do not generate payment.
2. Contract Period: Section B.3 references a contract period beginning November 27, 2026 and ending November 26, 2031 and also references “five option years.” The pricing schedule appears to contain five annual pricing periods. Could you please clarify the intended base period, number of option periods, and total potential period of performance?
The contract structure is one base year plus four option years, for a total potential period of five years.
3. Facility Control: At what point must an offeror have legal control of its proposed facility? Specifically, must the offeror own the property or have an executed lease at the time the quotation is submitted, or would another form of site control/commitment be acceptable pending award and the VA’s pre-award inspection?
Program note: The facility must be fully operational and capable of passing all required VA inspections on the date of award.
4. Facility Licensing and Approvals: Are there any specific state or local licenses, certificates of occupancy, fire inspections, food-service permits, zoning approvals, or other facility approvals that must already be in place at the time of quotation submission? If not, please clarify which approvals must be completed prior to the pre-award inspection or commencement of performance.
Program note: Pre-award inspection includes VA Food & Nutrition, VA Police, and VA Facilities (fire/life-safety). Facilities of this size must have operable fire-suppression systems (e.g., sprinklers).
5. Volume 3 – Veterans Involvement: If an offeror is not currently certified as an SDVOSB or VOSB, should the offeror still submit a separate Volume 3 stating that the certification is not applicable, rather than omitting the volume?
Yes , please submit a separate Volume stating that offeror is/not SDVOSB or VOSB
6. Socioeconomic Status / Eligibility
SF 1449 identifies the acquisition as unrestricted, while Volume 3 requests SDVOSB/VOSB status and proof of socioeconomic status “if applicable.” Please confirm that an otherwise qualified offeror that is not a certified SDVOSB or VOSB is eligible for award and may satisfy Volume 3 by identifying SDVOSB/VOSB status as “not applicable.”
The acquisition is unrestricted but, socioeconomic status will still need to be supplied with proof if applicable.
7. Veteran-Owned Small Business Evaluation
The solicitation incorporates VAAR 852.215-70, Service-Disabled Veteran-Owned and Veteran-Owned Small Business Evaluation Factors, while the evaluation criteria identify Technical Approach, Price, and Past Performance. Please clarify whether SDVOSB/VOSB status will receive an evaluation preference or credit and, if so, how that consideration will be applied relative to the stated evaluation factors.
Please see change in current amendment.
8. Multiple Facilities
The PWS refers to Contract Residential Service “site(s).” May the 25-bed requirement be satisfied through two or more residential facilities, provided each facility meets all PWS requirements and is located within the required 15-mile radius of the CAVHCS facility at 215 Perry Hill Road?
The optimal standard is a single site; however, a provider may allocate resources across multiple facilities if each site meets all PWS requirements—including 24/7 on-site supervision— and remains within the 15-mile radius of 215 Perry Hill Road.
9. Control of Required Residential Capacity
At what point must an offeror demonstrate legal possession, leasehold, ownership, or other control of sufficient residential capacity to provide all 25 beds: quotation submission, pre-award inspection, contract award, or commencement of performance?
Program note: Full control of all 25 beds should be established prior to contract award or pre-award inspection, as the inspection confirms readiness to begin performance.
10. Payment for Reserved Versus Occupied Beds
Will the contractor be paid only for VA-authorized occupied bed-days, or will the contractor receive payment for maintaining the required 25-bed capacity available for VA referrals? If payment is made only for occupied bed-days, must all 25 beds nevertheless remain continuously reserved and unavailable for non-VA residents?
Provider/Contractor only get paid for bed days when Veteran occupies the bed, optimal standard is that those beds must be open at all times for Veteran resident, in the event there is a need then those non-VA residents will be required to vacate bed for Veteran resident
Contractors are paid only for authorized occupied bed-days. All 25 beds must remain continuously available for VA referrals. If non-VA residents occupy beds, they must vacate when needed for VA-referred Veterans.
11. 80 Percent Occupancy Target
The PWS establishes an 80% average daily occupancy target. Because CAVHCS controls Veteran referrals, please clarify how contractor performance against this target will be evaluated when occupancy falls below the target because of insufficient Government referrals rather than contractor inability or refusal to accept eligible Veterans.
Contractors do not control referral volume. Performance should be assessed based on provider’s readiness and acceptance of referrals. Contractors are responsible for coordinating referral sources and maintaining appropriate bed utilization through admissions and discharges.
Contractors are also responsible for marketing and awareness of the services offered through their facility.
12. Staffing / Licensed Professionals
The QASP states that the program will be staffed with an appropriate number of licensed professionals and requires a full-time administrative staff member or designee to be on duty at the premises or residing at the house and available for emergencies 24 hours per day, seven days per week. Please clarify whether the Government requires specific professional disciplines, licenses, staffing ratios, or minimum staffing levels beyond those expressly identified in the PWS.
Safe Haven programs typically require case management, administrative staffing, and clinical oversight consistent with supportive-housing models. No additional licensure is required beyond what is stated in the PWS. Please refer to the PWS for all staffing specifics.
13. 24/7 Staffing at Multiple Sites
If multiple residential sites are permitted, must an employee be physically present at each site at all times, or may the 24/7 requirement be satisfied during certain overnight periods through an on-premises/resident staff designee supported by on-call professional personnel?
If multiple sites are used, each site must maintain continuous staff presence to meet the 24/7 supervision requirement.
14. After-Hours Transportation
For the requirement to provide transportation from local hospitals between 6:00 p.m. and 7:00 a.m. with two hours' notice, must dedicated transportation personnel and a vehicle be continuously staffed and available, or may the contractor satisfy this requirement through qualified on-call personnel or another transportation arrangement that meets the required response time?
Transportation may be provided through on-call staff, contracted transportation, or other arrangements that meet the required two-hour response timeframe. Dedicated transport staff and vehicles are not strictly required. Please review PWS regarding transportation to VA medical and mental health appointment for Veterans as well.
15. Past Performance
Volume 2 requests similar past performance with hospitals and VA facilities. Will the Government consider relevant non-Federal residential-services experience, including grant-funded housing and supportive services for homeless Veterans and documented services provided to Veterans referred through VA programs, when an offeror does not possess a prior Federal contract for substantially identical services?
Non-Federal but relevant experience such as grant-funded housing, community supportive services, and programs serving Veterans referred through VA has historically been considered acceptable.
16. Wage Determination / FAR 52.222-43
The solicitation states that the applicable Wage Determination will be updated each pricing period. Should offerors include anticipated Service Contract Labor Standards wage and fringe-benefit increases in rates for future pricing periods, or will qualifying increases resulting from updated Wage Determinations be addressed through price adjustments pursuant to FAR 52.222-43?
Typically, future pricing periods do not include anticipatory wage increases.
17. Is there an incumbent or is this a brand- new project? If yes could you please provide their award number or even if the customer bought similar services in the past?
There is an existing incumbent and previous award number 36C24722P0184
18. Must the beds be dedicated exclusively to VA-referred Veterans? Will the program serve both men and women, and what separation, bathroom, supervision, and security requirements apply?
Beds must be reserved exclusively for VA-referred Veterans. Programs generally serve both men and women and must ensure privacy through separate bathroom facilities, safe sleeping arrangements, and consistent supervision.
19. Does the property have to be secured and operational before contract award, or would there be a reasonable implementation period following the award?
The facility should be secured, inspected, and fully operational at the time of award so that Veterans may be accepted immediately.
20. Who would be responsible for the property lease or purchase, deposits, renovations, furnishings, utilities, food, laundry equipment, zoning approval, business licensing, fire inspections, occupancy approval, accessibility modifications, security improvements, and ongoing repairs?
The provider/contractor is responsible for all operational requirements, including property lease or purchase, deposits, renovations, furnishings, utilities, food service, laundry equipment, zoning, business licensing, fire inspection, occupancy approval, accessibility modifications, security upgrades, and ongoing repairs.
21. The Safe Haven requirements include 24/7 staffing, unrestricted resident access, minimal rules, and no sobriety or treatment-participation requirements. How would these requirements be managed, and how would they affect my team existing house rules and independent-living model?
Safe Haven programs follow a low-barrier model emphasizing minimal rules, unrestricted access, 24/7 staffing, no sobriety prerequisites, and harm-reduction principles. Providers may need to adjust existing house rules and independent-living structures to meet program requirements.
22. What professional licenses or credentials are required?
Any Licensing or credential requirements is specified in the PWS.
23. What is the VA-authorized per-diem rate, and what specific amount?
Providers must determine the rate needed to meet all PWS requirements.
24. Who would absorb losses associated with vacant beds, unauthorized absences, rejected invoices, contract deductions, inspection deficiencies, property damage, emergency repairs, or failure to meet performance requirements?
Contractors typically absorb losses associated with vacant beds, unauthorized absences (staffing permitted to determine what constitute), rejected invoices, deductions, inspection deficiencies, property damage, emergency repairs, and unmet performance requirements.
25. What insurance coverage is the party required to maintain?
Contractors are generally required to maintain:
• General liability insurance
• Professional liability insurance (if applicable)
• Property insurance
• Auto liability coverage (if transportation is provided)
26. How would responsibility and liability be addressed regarding resident injuries, behavioral incidents, medical emergencies, allegations against staff, transportation incidents, privacy breaches, employment claims, or VA penalties?
Contractors are responsible for resident safety, incident response, documentation, privacy compliance, and employment-related obligations. A VA liaison will support coordination of clinical and medical needs for Veterans.
