About this opportunity

VA Strategic Acquisition Center Frederick is conducting market research on behalf of VHA's Office of Accountability and Whistleblower Protection (OAWP) for Transcription Services through an unrestricted Sources Sought Notice, with responses due November 5, 2026. The notice is not a solicitation, no award will be made from it, and respondents receive no cost reimbursement. The Set Aside line reads "No Set-Aside Used," and the notice states it is issued on an unrestricted basis. Under NAICS 561492 and PSC R603, OAWP requires professional transcription of approximately 1,400 recorded investigative interviews annually. The contractor must supply all personnel, equipment, and systems, and transcripts must reach official Government case files. Work is virtual, using a VA-approved platform, at contractor-controlled locations, with no travel authorized. The draft Performance Work Statement requires transcript packages within one business day of assignment, at least 97 percent word accuracy, and PDF delivery through VA-approved secure mechanisms such as Box.com. Late deliveries reduce payment by 3 percent per business day, and the contractor forfeits payment for any request another contractor must redo. The contemplated structure is firm fixed price, with a base period from November 23, 2026, through November 22, 2027, and one option period from November 23, 2027, through November 22, 2028. A kickoff meeting is required within 10 calendar days of award. The notice names no incumbent and no industry day, and it provides no dollar value.
