About this file

This is a Performance Work Statement (PWS) for OAWP Investigative Interview Transcription Services to be provided to the Department of Veterans Affairs, Office of Accountability and Whistleblower Protection.

The contractor shall provide professional transcription services for approximately 1,400 recorded interviews annually, converting VA-furnished audio and/or video recordings into written text suitable for official case files. Services shall be delivered virtually using a mutually agreed, VA-approved platform with secure transmission. Each completed transcript must be delivered within one business day of assignment and achieve at least 97 percent word accuracy. The transcript package shall include numbered text lines (no more than 25 per page), case number in page headers, page numbers, errata sheet, Acknowledgement of Testimony, and certification sheets, all formatted as PDF files delivered via VA-approved secure mechanisms such as Box.com. Transcripts must accurately reflect source recordings, including filler words, stuttering, repeated words, inaudible portions, profane language, and documentation of witness oath administration. The contractor shall access only specifically assigned recordings and maintain records on secure systems, retaining deliverables for 30 days post-delivery before destruction only upon written VA authorization. A contract kickoff meeting is required within 10 calendar days of award. Payment for transcripts delivered late will be reduced by three percent per business day beyond the one-business-day deadline; if another contractor must complete an unsatisfactory transcription, the original contractor forfeits payment for that request. The contract is firm fixed price with a base period from November 23, 2026, through November 22, 2027, and one option period from November 23, 2027, through November 22, 2028. No travel is authorized, and work shall be performed virtually at contractor-controlled locations. Performance surveillance includes 100 percent timeliness review, accuracy review using the specified formula, and complaint/exception review for deficiencies or late submissions.
