About this opportunity
The Department of Energy Office of Science, procuring through Brookhaven National Laboratory, seeks quotation for one 1,250-ton water-cooled centrifugal chiller (Trane CH-3 model) with factory testing, startup, commissioning, training, and manufacturer support for replacement of Chiller #3 at BNL's Central Chilled Water Facility, with quotations due September 8, 2026 and questions due September 2.
Place of performance is Upton, New York. The procurement is full and open competition for a commercial product, NAICS 333415. The chiller shall be factory-assembled and tested, utilizing R-514A refrigerant, with nominal cooling capacity of 1,250 tons at 4160V, 3-phase, 60Hz, and maximum power input of 768.9 kW. The specification designates the Trane CenTraVac CVHF as basis of design; proposals conforming to specified machine performance and dimensional characteristics are acceptable. The chiller must achieve 0.57 kW/ton at 85°F entering condenser water temperature and 0.6253 kW/ton at 90.9°F, with zero tolerance allowed on efficiency requirements. Factory performance testing must comply with AHRI Standard 550/590 across 12 test points with virtual witnessing capabilities. The chiller requires a 12.1-inch touch-screen LCD display with BACnet protocol integration, capacity modulation from 10% to 100% of design load, sound pressure not exceeding 90 dB(A) at full load, and a 5-year extended parts warranty. Delivery is anticipated by September 30, 2027, FOB Destination with freight prepaid. Award will be made to the responsive and responsible offeror submitting the lowest total price meeting all technical requirements. Contract type is firm-fixed price. Payment terms are Net 10 for small businesses or Net 30 for large businesses. Large business offerors expecting to exceed $750,000 must submit a Small Business Subcontracting Plan with targeted goals of 50% small business, 5% small disadvantaged business, 5% women-owned business, and 3% each for HUBZone, veteran-owned, and service-disabled veteran-owned businesses. All vendors must be registered in SAM with a Unique Entity ID prior to award. Amendment No. 1 (September 1) clarifies that the vendor's responsibilities are limited to chiller delivery and manufacturer-authorized installation and startup/commissioning support; BNL assumes responsibility for unloading, rigging, and crane services; the freight company handles onsite transportation; and separate contractors will perform removal of existing equipment, mechanical piping, electrical installation, and final installation work outside manufacturer scope.
