About this opportunity
The Federal Emergency Management Agency seeks competitive quotes for inspection and engineering evaluation of a ROHN Model 80 series guyed tower, with proposals due August 21, 2026, at 4:00 PM EST. This is a Total Small Business set-aside.
Place of performance is 63 Old Marlboro Road, Maynard, Massachusetts 01754. The tower stands approximately 190 feet tall, was constructed in 2009, and currently supports approximately 20 antennas serving Amateur Radio, Public Safety, Emergency Management, and Cellular providers.
All contractor personnel climbing the tower must be certified in accordance with OSHA CFR 1910-268, ANSI Z359/Z490, and NATE Tower Climber Fall Protection Training standards, with certifications submitted with the proposal. Inspection must follow ANSI/TIA-222-I or higher, Motorola R56, and manufacturer guidance. The Engineering Evaluation Report should preferably be signed and sealed by a Professional Engineer licensed in Massachusetts. Visual inspection for Motorola R56 grounding compliance is sufficient; ground resistance or impedance testing is not required. A TIA-222-I structural analysis or PE-stamped report is not required. All transmitters will be shut off during inspections to address RF safety concerns. Access to the site requires employees to pass an NCIC background check and possess a Real ID or Passport, with operating hours limited to 0800–1500 Monday through Friday.
Deliverables due within 30 calendar days of inspection completion include a comprehensive Inspection and Engineering Evaluation Report with photographic evidence and a detailed Remediation Proposal with itemized materials, labor costs, and recommended corrective actions. All work must be completed within 90 days from Purchase Order award. NAICS code is 237130, Power and Communication Line and Related Structures Construction. Award will be made to the responsible offeror whose proposal represents best value based on three equally weighted evaluation factors: Technical Approach, Past Performance, and Price. Offerors must submit up to three recent similar projects completed within the last five years. Any proposal rated as "Low Confidence" on any factor will be removed from consideration. Pricing must be valid for 60 calendar days from receipt date. SAM registration is required by the closing date.
