About this file

This is a Statement of Work (SOW) for the maintenance and condition assessment of a public safety communications tower at FEMA Region 1's Federal Regional Center in Maynard, Massachusetts.

The contractor must conduct a comprehensive inspection and engineering evaluation of a ROHN Model 80 series guyed tower (approximately 190 feet tall, constructed in 2009) that supports approximately 20 antennas for Amateur Radio, Public Safety, Emergency Management, and Cellular providers. The inspection must follow ANSI/TIA-222-I (or higher), Motorola R56, and manufacturer guidance standards. The scope includes detailed assessment of tower members, finish condition, grounding compliance, power systems, base foundation, guy wires and anchors, and all antenna systems with feedlines and mounts. The contractor must coordinate inspection dates and times with the Contracting Officer's Representative (COR) and document all findings with photographic evidence. All contractor personnel climbing the tower must be certified in accordance with OSHA CFR 1910-268, ANSI Z359/Z490, and NATE Tower Climber Fall Protection Training standards, with certifications submitted with the proposal.

Deliverables include two primary reports due within 30 calendar days of inspection completion: (1) a comprehensive Inspection and Engineering Evaluation Report documenting all findings, deficiencies, and photographs with references to applicable standards, and (2) a detailed Remediation Proposal/Quote providing itemized materials, labor costs, and recommended corrective actions. The government may select specific repairs for the contractor to perform within project budget constraints. All work must be completed within 90 days from Purchase Order award date at the FRC facility located at 63 Old Marlboro Road, Maynard, Massachusetts 01754.

Statement of Work

Public Safety Tower Maintenance and Condition Assessment

Background:

FEMA Region 1 requires a maintenance and condition assessment of the public safety tower at the Federal Regional Center (FRC) in Maynard, MA. The tower is a ROHN Model 80 series guyed tower and stands approximately 190 feet in height. Original construction was completed in 2009. The antenna holds approximately 20 antennas for Amateur Radio, Public Safety, Emergency Management, and Cellular providers (for underground repeaters).

Scope:

Contractor is to provide a detailed report of the inspection to include photographic evidence of the structure. Reporting shall include an Inspection and Engineering Evaluation and remediation/repairs quote based on the inspection findings.

1. The tower inspection and engineering evaluation will be conducted for a Class III, Public Safety Critical tower.

2. The tower inspection and engineering evaluation will follow ANSI/TIA-222-I (or higher) guidelines, Motorola R56 guidelines.

3. The contractor will reference manufacturer guidance on tower maintenance.

Available historical documentation will be provided by the Contracting Officer’s Representative (COR).

4. The contractor will coordinate with the COR on inspection dates and times.

5. The contractor will check the status and condition of the following plus the recommended guidance put forth in ANSI/TIA-222-I:

i. Members: Bent, loose, missing, loose and/or missing bolts and nuts

ii. Finish: Galvanizing and paint (if applicable) condition, rust or corrosion evidence, and water collection in members

iii. Grounding: R56 compliance, connections are tight and secure, corrosion evidence.

iv. Power: Beacon lamp, lamp lens, junction boxes, conduit, drains, vents, and wiring as applicable

v. Base Foundation: Ground settlement, erosion, standing water, drainage issues. Nuts and lock nuts tight and not corroded. Concrete or grout not cracked, chipped, or signs of stress

b. Tower Guys and Anchors:

i. Earth settlement around anchor point, corrosion, grounding, anchor head condition

ii. Condition of guy wires and tension checked per manufacturers standards

iii. Condition of all applicable hardware to ensure no corrosion, good working condition, and correct installation

c. Antennas, Feedlines, and Mounts:

i. Mounting hardware and members: Bent, broken, loose, evidence of corrosion, missing hardware, or incorrectly installed

ii. Antennas and elements: Bent, broken, loose, evidence of corrosion, missing hardware, incorrectly installed, or beyond serviceability

iii. Feedlines: Verify connections are tight and proper water proofing.

Hangers and supports will be checked for corrosion, properly attached, secure, straight and undamaged, holes, leaks, movement, dents, and jacket condition.

iv. Feedline Identification Chart: Will be provided by the government that identifies which antennas are connected to which coax, notably the antenna connection and the termination point for the antenna cable inside the FRC facility.

v. Grounding: Check for R56 compliance, evidence of corrosion, bonding and ground straps on both ends of feedline.

6. Reports: The Contractor shall provide the following reports to the CO & COR in electronic format upon completion of the inspection:

A. Inspection and Engineering Evaluation Report:

A comprehensive report documenting the results of the tower inspection and engineering evaluation, including photographic evidence of all inspected elements, a summary of findings, and identification of any deficiencies or issues. The report must reference applicable standards (e.g., ANSI/TIA-222-I, Motorola R56) and manufacturer guidance.

B. Remediation Proposal/Quote:

A written proposal outlining all recommended corrective actions or repairs needed based on the inspection findings. The proposal shall include a detailed breakdown of all materials, labor, and associated costs required to remediate identified deficiencies.
