About this file

This is a Questions and Answers document that clarifies requirements for the inspection and engineering evaluation of a ROHN Model 80 series guyed tower located at the Federal Regional Center in Maynard, Massachusetts (ZIP Code 01754). The document addresses key technical and logistical concerns raised by potential contractors.

Regarding inspection scope, FEMA clarified that the "Inspection and Engineering Evaluation" does not require a TIA-222-I structural analysis or PE-stamped report, only an engineering condition assessment based on inspection findings. For Motorola R56 grounding compliance, visual inspection is sufficient; ground resistance/impedance testing is not required. The tower has 3 guy paths with 4 guys each, and recorded guy tension measurements are not required. The Engineering Evaluation Report should preferably be signed and sealed by a Professional Engineer licensed in Massachusetts. All transmitters will be shut off during inspections to address RF safety concerns. FEMA will provide the Feedline Identification Chart referenced in the SOW before mobilization, though it may not be entirely accurate. Access to the Federal Regional Center requires employees to pass an NCIC background check and possess a Real ID or Passport, with operating hours limited to 0800-1500 Monday through Friday. FEMA does not have original construction and tower drawings, geotechnical reports, or foundation drawings/mapping available. A previous Assessment/Condition Report is referenced as an attachment. The solicitation deadline was extended to August 21, 2026, at 4:00 PM EST.

Question FEMA Response

Does "Inspection and Engineering Evaluation" require a TIA-222-I structural analysis/model, calculations, and/or a PE-stamped report, or only an engineering condition assessment based on inspection findings?
This is not a request for a structural analysis. Periodic maintenance inspection (Maintenance and Condition Assessment Report)
For Motorola R56 grounding compliance, is visual inspection only required, or must the contractor perform ground resistance/impedance testing and provide recorded test results?
R56 explicitly says the inspection does not include ground-system resistance measurements and that the grounding analysis is limited to what is visible and readily accessible.
How many guy levels/anchors are installed, and does FEMA require recorded guy tension measurements for every guy wire?
There are 3 guy paths with 4 guys each.

Engineering Evaluation Report must be signed and sealed by a Professional Engineer licensed in Massachusetts?
It is preferred.
clarify RF safety requirements during the climbing inspection, including whether transmitting equipment will remain operational and who is responsible for coordinating any required RF shutdowns with the applicable carriers/agencies.
All transmitters will be shut off during inspections
Will the Government provide the Feedline Identification Chart referenced in SOW Section 5(c)(iv) before mobilization?
Yes, but it may not still be entirely accurate.
