About this opportunity
The Naval Sea Systems Command is seeking specialized construction services to repair and resurface a deteriorating 12-foot deep, approximately 10-foot diameter in-ground test tank located in Building 528 at the Naval Surface Warfare Center Panama City Division. The project requires lining the existing pool structure with a carbon/epoxy skin to maximize repair longevity, minimize future maintenance, and ensure the structure can tolerate the heating and cooling cycles it experiences during Navy operations. This resolicitation includes specific contractor requirements such as providing all tools, equipment, and trained personnel while maintaining OSHA compliance and submitting comprehensive plans including Accident Prevention, Quality Control, and Environmental Protection plans prior to work commencement. The solicitation has an extremely tight timeline with responses due on June 14, 2025, just three days after the posting date of June 11, 2025.
This procurement is designated as a 100% Total Small Business Set-Aside under NAICS code 238990 (All Other Specialty Trade Contractors) with a size standard of $19 million. The work will be performed at Panama City Beach, Florida, specifically at Naval Support Activity Panama City Beach. The project timeline is aggressive, requiring contractors to complete a pre-proposal site visit within two weeks of the request for quote, submit price proposals two weeks after the site visit, with contract award expected within three weeks of proposal submission and construction beginning within five days of receiving the Notice to Proceed. The contract includes Davis-Bacon wage determination requirements for Bay County, Florida, with specific prevailing wage rates for various construction trades. Previous site visit documentation from May 19, 2025, indicates contractors will have access through an unlocked gate with available laydown areas and equipment storage approximately 50 yards from the base road.

*This procurement effort is being resolicited*
NSWC-PCD has a requirement for services to repair a covered, 12’ deep, approximately 10’ diameter, in-ground test
tank/pool (Building 528). The inner surface of the pool is deteriorating and flaking off, rendering the pool unsuitable
for Navy purposes. To maximize the life of the pool repairs and minimize future maintenance, the existing pool
structure shall be lined with a carbon/epoxy skin/structure. This surface will allow the Navy to retain the pool size,
minimize maintenance, and it will tolerate the heating and cooling that the pool is subjected to. The top three feet,
approximate, of the pool is raised and surrounded by an exterior concrete deck.
NOTE: This is a 100% small business set-aside.
