About this opportunity
The Naval Surface Warfare Center Panama City Division (NSWC PCD) is seeking a small business contractor to perform comprehensive resurfacing and repair of an 87A Test Tank located in Building 528. The project requires abrasive blasting of the pool's interior to remove existing coating and rust, followed by a four-layer carbon/epoxy waterproof repair covering approximately 534 square feet of the pool's bottom and sides. Contractors must provide a smooth, glass-like finish in gray or blue, address any existing leaks, and ensure the pool can tolerate heating and cooling cycles with minimal future maintenance. Interested companies must submit responses by April 14, 2025, at 1600 CST to Paula Agnew via email, including detailed information such as CAGE Code, business size, SAM registration, and capabilities. The responses should comprehensively demonstrate the company's ability to meet the project requirements in no more than five pages.
This opportunity is designated as a Total Small Business set-aside with a NAICS code of 238990 and an SBA size standard of $19 million annually. While no specific incumbent or award value is mentioned, the project requires uninterrupted access to the pool during preparation and lining, with strict limitations on pool drainage (no more than 7 consecutive days). Contractors must provide all necessary equipment and tools, potentially including additional pumps to maintain pool integrity during construction. The procurement is currently in a sources sought phase, meaning it is for market research and planning purposes only, with no guarantee of contract award. Respondents will not receive feedback or evaluation results, and no reimbursement will be provided for costs associated with preparing and submitting information.
