About this opportunity
The National Park Service Denver Service Center is soliciting proposals under Solicitation 140P2026R0081 to extend and stabilize the shoreline seawall at Kingsley Plantation within Timucuan Ecological and Historic Preserve, with proposals due November 13, 2026 at 5:00 PM Eastern. The Set Aside line reads "No Set-Aside Used."
Work is performed at the preserve in Jacksonville, Florida, at 11676 Palmetto Ave, under three contract line items (CLINs 0001-0003) with no option CLINs. Scope includes sheet pile walls of PVC or FRP, with steel sheet pile experience also acceptable per the Amendment 0003 RFI responses, plus tie rods, deadman walls, demolition, riprap, and Spartina alterniflora and Spartina patens plantings. Performance is 259 calendar days from notice to proceed, with commencement required within 10 calendar days of notice, and plantings carry a 730-day establishment period.
Regulatory and environmental conditions are significant. The government furnishes the NWP 13 and NWP 54 authorizations, while the contractor is responsible for gopher tortoise relocation permitting. Amendment 0004 limits impact-hammer installation of synthetic main sheet piles to 10 piles per day, with no limit on vibratory installation or deadman walls. Low-tide restrictions apply only below the High Tide line. Days lost to tide, weather, or wildlife stop-work are excusable delays at no cost to the government. Appendix C (dated October 27, 2026) imposes species protections, including a 25-foot gopher tortoise buffer and manatee shutdown within 50 feet.
Economic terms include a construction magnitude between $1 million and $5 million, liquidated damages of $1,363.00 per calendar day of delay, performance and payment bonds equal to 100 percent of the contract price, and liability insurance of $100,000 per person and $500,000 per occurrence.
Evaluation is best value. Non-price factors (technical approach, schedule, management, safety, project experience, key personnel, and past performance) are significantly more important than price. Award is expected in the fourth quarter of 2026. Proposals are submitted electronically by email in two volumes. Amendment 0005 adds the site walk sign-in sheet as Attachment 16, and offerors must acknowledge all amendments before proposal submission. Contracting Officer Joseph Wingfield (joseph_wingfield@nps.gov) is the point of contact.
