About this opportunity

The Naval Sea Systems Command, Naval Undersea Warfare Center Division, Keyport hosted an Industry Day Special Notice for the Technology Insertion Hardware (TIH) 28/30/32 procurement initiative. This Special Notice, posted on July 1, 2025, with a due date of October 8, 2025, was designed to inform interested contractors about an upcoming federal contract opportunity for advanced submarine hardware systems. The event was initially scheduled as an in-person gathering at the Naval Undersea Museum in Keyport on August 6, 2025, with a second location added in Newport, Rhode Island on October 8, 2025. Due to government shutdown-related travel restrictions, the October 8 Industry Day was converted to a virtual format. The Special Notice provided contractors with access to sample technical documentation, industry briefings, and opportunities to engage directly with government representatives regarding future procurement requirements.

The TIH 28/30/32 contract aims to provide next-generation hardware for submarine combat systems across multiple platform types, including OHIO, 688i, VIRGINIA, COLLINS, COLUMBIA, and AUKUS classes, with anticipated components including computer processing, memory, data storage, input/output interfaces, and virtualization capabilities. The procurement will be structured as a full and open competition with an Indefinite Delivery/Indefinite Quantity (IDIQ) contract type, with an expected Request for Proposal release in November 2025 and contract award anticipated in Spring 2027. To access technical information and participate, contractors must obtain either a Common Access Card (CAC) or DoD External Certification Authority (ECA) certification and possess a Joint Certification Program (JCP) number to gain access to export-controlled technical data through the Electronic Technical Information Center (E-TIC). The government encouraged all interested contractors to participate, including small businesses, and provided a platform for companies to identify subcontracting opportunities and potential partners. Sixteen major defense contractors registered for the virtual Industry Day, with the government making available a subcontracting contact list for companies seeking or offering partnership opportunities.
