About this file

This document is a Question and Answer (Q&A) file for a federal contract opportunity, providing insights into key procurement details. The government confirms that Field Engineering Install support for NEWCON and backfit platforms will be included in the contract, with flexibility for design modifications. Regarding prime contractor status, the government encourages all interested contractors to propose, without committing to a specific company like Lockheed. The procurement approach allows for both integrators with comprehensive solutions and small business participation, though no specific small business set-asides are currently planned.

The document also reveals that the current prime contractor is Leonardo DRS and discusses potential contract incentive structures. The government is open to exploring an incentive fee structure based on delivery schedule for the TI-26 solicitation, which currently has a cost-based incentive model. Potential bidders are invited to provide suggestions on performance-based fee structures, indicating a collaborative approach to contract design and performance metrics.
