About this opportunity
The Naval Sea Systems Command, Naval Undersea Warfare Center Division Keyport is procuring Technology Insertion Hardware (TIH) for three technology insertion programs (TI-28, TI-30, and TI-32) supporting the Navy's Submarine Warfare Federated Tactical System (SWFTS) family of systems. The procured equipment will support U.S. Navy fleet submarines, the Royal Australian Navy COLLINS Class, and various Foreign Military Sales cases, with components consisting primarily of Commercial Off-The-Shelf (COTS) equipment uniquely configured for mission-critical submarine platform applications. The Government will award an Indefinite Delivery/Indefinite Quantity (IDIQ) single-source contract with Contract Line Items covering Production, Non-Recurring Engineering Services, Travel, and Data Submittals, utilizing various pricing arrangements including Fixed Price Incentive, Cost Plus Incentive Fee, Cost Plus Fixed Fee, and Cost Reimbursable structures. Selection will be based on best value to the Government rather than lowest price, and the full and open solicitation (N0025326R7001) is anticipated to be issued on January 5, 2026, with contract award targeted for June 10, 2027. The deadline for proposals is January 4, 2026, and draft solicitation documents have been made available on E-TIC for potential offeror review and feedback.
This opportunity carries no set-aside designation and represents a full and open, unrestricted competition. The resulting contract will encompass a nine-year performance period and applies to NAICS code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a small business size standard of 1,250 employees. No specific award value or budget range has been disclosed in this pre-solicitation notice. The contract structure accommodates multiple pricing mechanisms across various CLINs to address the diverse nature of production activities, engineering services, travel requirements, and data deliverables associated with technology insertion hardware development and integration. Interested parties should monitor E-TIC for updated solicitation documents and any additional announcements, as the Government has indicated that draft documents are subject to revision prior to final RFP issuance.
