About this file

This document is an Industry Day briefing for the Technology Insertion Hardware (TIH) 28/30/32 procurement by the Program Executive Office, Undersea Warfare Systems (PEO UWS). The contract will provide the latest generation hardware for submarine combat systems, including computer processing, memory, data storage, and input/output interfaces for platforms like the OHIO, 688i, VIRGINIA, COLLINS, and COLUMBIA Class submarines. The procurement is a full and open competition with an Indefinite Delivery/Indefinite Quantity (IDIQ) contract type, anticipated to have a 9-year period of performance with an expected RFP release on 01 December 2025 and contract award in Spring 2027.

The solicitation will use a best-value trade-off source selection approach, with evaluation factors ranked in descending importance: Technical, Management, Past Performance, Small Business Participation, and Cost/Price. The contract will utilize Cost Plus Incentive Fee (CPIF) for engineering and production, with fee structures ranging from 3-11% for CPIF and not to exceed 12% for Fixed Price Incentive (FPI). Contractors will be required to design, develop, test, qualify, produce, deliver, and support hardware, with some variants being build-to-print from previous designs and others requiring new engineering development efforts. The government seeks innovative approaches that maximize technology reuse, minimize risk, and provide flexible, reliable hardware solutions for submarine warfare systems.

Why Technology Insertion?

• Support Rapid COTS Insertion (RCI) Goals o Keep pace with technology o Minimize obsolescence o Ensure continuous opportunity for system improvements

• Standardize the method for regular updates o Migrate technology on Model Year approach across platform types > target every ~2 years o Incorporate plan for an individual platform technology upgrade cycle > target every 4-6 years (every other TI)

• Develop a system that delivers best value to the Government o Achieve tighter coupling between design/development, and subsequent production for increased cost savings o Consolidate number of processing, network and OS variants as technology allows o Utilize low-cost commodity elements and minimize non-recurring effort for hardware

• Create efficiencies, reduce risk, and improve overall system reliability o Provide the mechanical infrastructure to ease technology migrations o Minimize shipyard / platform impacts

• Follow market trends of commercial products

• TIH makes up the vast majority of the Combat Control System (BYG-1) shipset and is also a part of the Sonar shipset

• TIH delivers submarine combat system hardware to the entire USN submarine fleet and Royal Australian Navy (RAN) Collins Class submarine fleet

• Warfighters depend on BYG-1 to perform all functions onboard a Submarine including but not limited to:

oSafely navigate oTrack and target surface and subsurface contacts oConduct Tomahawk and Harpoon strike planning oConduct Intelligence, Surveillance, and Reconnaissance (ISR) oConduct Special Operation Forces (SOF) missions

• SWFTS is made up of PMS425 (combat control system), PMS401 (sonar), and PMS435 (imaging and electronic warfare)

• Focus on “commonality” oCommon infrastructure oCommon architecture and software oCommon COTS components oCommon mounting oCommon documentation oCommon Software (drivers & diagnostics)

Submarine Warfare Federated Tactical System (SWFTS) Background

• Purpose: Allow for quicker modernization of SWFTS hardware systems and allow for rapid capability fielding to the fleet

• How:

oDecouple hardware and software by designing hardware for future growth, and designing software to be hardware agnostic

▪ Continue movement of SWFTS functions into cloud-based infrastructure via containers

▪ Decouple delivery process from redelivering full subsystem builds to allow for more granular application redelivery oCommon Infrastructure and resources

▪ Continue the movement of subsystem containerized functions and hardware resources into the Common Computing Environment (CCE)

▪ Common Hardware among SWFTS systems

• By achieving SWFTS Re-architecture, the Rapid COTS Insertion model will change allowing all future software builds (APBs) to be fielded on all compatible hardware builds (TIs)

• Enables potential reduced deckplate scope during modernizations

SWFTS Re-architecture

Implementation

• Approximately 7-14 Platform upgrades per year including new construction units

• Individual platforms typically receive every other TI oUpgrades every 4 to 6 years

• Reduced non-recurring effort for hardware development, training, and logistics products

• First Technology Insertion (TI) introduction occurs approximately 1st quarter every odd Calendar Year (CY)

• Combat Control, Sonar, Common Infrastructure Services (CIS), Integrated Submarine Imaging System (ISIS), and Electronic Surveillance (ES) installations are aligned

Technology Insertion: Process

• Perform TI Trade Studies with all of SWFTS to evaluate and down-select promising technology

• Coordinate with subsystems via the SWFTS Architecture IPT (A- IPT) and Hardware Platform & Components Architecture Working Groups (AWG) to develop the common infrastructure which includes both HW and SW architectures and components (physical, network, OS, etc.)

• Supports the development of the hardware Bill of Materials (BOM) and the development of the physical interfaces to support subsystems’ design and build requirements

• TIH prime is a stakeholder and participant throughout the process
