About this opportunity
The U.S. Army Corps of Engineers, Fort Worth District, seeks removal and replacement of approximately 1,000 to 1,200 linear feet of security fencing at Whitney Lake Powerhouse in Clifton, Texas, with proposals due June 25 and questions due June 17. This is a total small business set-aside issued as a Request for Quote under FAR Part 12, with a mandatory site visit on June 16. Amendment 0001, effective June 18, extends the original June 23 due date, revises the Performance Work Statement and Specifications, and incorporates a Questions and Answers document; vendors must acknowledge this amendment in their quotes.
Place of performance is Clifton, Texas. The scope includes removal of the existing double swing gate and installation of a new double swing vehicle access gate in a relocated position, replacement of three equipment access gates and two to three personnel walk-through gates, repainting of approximately nine light and camera poles, and full site cleanup and debris removal. Approximately 100 linear feet of fence must be installed along a steep rock cliff with stair-stepped configurations; approximately 1,200 linear feet involves installation over a grounding blanket beneath the switchyard requiring proper grounding connections verified through exothermic welds and continuity testing at 1.0 ohm or less and ground resistance testing not exceeding 25 ohms per UFGS 32 31 26. All new fencing and gates must comply with FE7 Security Fence Specifications per Section 32-031-13.53 and UFC 4-022-03 standards. Materials must meet ASTM A392 Class 1 zinc-coated steel chain-link fabric, ASTM F1083 galvanized steel posts, ASTM F900/F1184 swing gates, PennDOT Class A concrete (3,000 psi minimum), and ASTM A121 barbed wire. The facility must remain secured at all times using temporary fencing before removal of existing sections.
Performance period is 60 calendar days from Notice to Proceed, with work confined to 8:00 AM to 4:30 PM Monday through Friday, excluding federal holidays and weekends unless approved. Government facility operations are Monday through Thursday, 0800 to 1730 hours; contractor workforce must maintain availability during these times. Key personnel include a project superintendent and Quality Control System Manager, each with a minimum five years' construction experience on security fencing projects (these positions may be held by the same individual); a full-time Level 1 Site Safety and Health Officer (separate individual, serving also as Fall Protection Competent Person); and all contractor personnel must complete Anti-Terrorism Level 1 training, E-Verify employment eligibility verification, and iWatch/CORPSWATCH suspicious activity reporting training prior to mobilization. A mandatory Hot Work Permit is required for all on-site welding.
Warranties include manufacturer's 20-year material warranty with 5-year workmanship warranty and contractor's 5-year workmanship warranty, both running directly to the Government from final acceptance. The contractor furnishes all personnel, equipment, supplies, materials, tools, and supervision; removed materials become contractor property, but hazardous waste disposal costs are contractor responsibility. Payment is firm fixed price on a lump-sum job basis with no price negotiation; vendors must hold prices firm for 90 calendar days from the quote receipt deadline.
The NAICS code is 238990, All Other Specialty Trade Contractors; PSC is Y1PZ, Construction of Other Non-Building Facilities. Quotes must include a completed pricing schedule (Attachment 4), a technical narrative not exceeding five pages describing the approach to meeting the scope, and a minimum three to maximum five Past Performance Questionnaires (Attachment 6) from previous customers on similar projects completed within the last three years. All submissions must be electronically uploaded through the PIEE Solicitation Module. Prevailing wage rates per wage determination TX20260119, published January 2, 2026 and modified May 18, 2026, apply to construction classifications in Bosque County, Texas.
