About this file
This file is a Questions and Answers document for federal contract W9126G26QA086 for the Whitney Powerhouse Security Fence project. The document addresses 25 clarifications regarding the scope of work, which includes replacing security fencing, repainting light and camera poles, and ensuring proper site security during construction.
Key project requirements include: installation of a 7-foot tall fence fabric with dual angle wire on top; replacement of all gates except the main entry gate; installation of grounding jumpers between gates; reuse of existing grounding wires if testing meets required parameters; replacement of all posts embedded in ground (three sides of switch yard, up rock face, and across bluff), while existing posts embedded in concrete parapet walls may be sleeved if structurally sound; gap enclosure at uneven terrain areas subject to USACE security division and Contracting Officer approval; repainting of approximately 25-foot tall light and camera poles with galvanizing paint containing 98% zinc-rich matte finish; and tree removal/trimming with debris removal required and mulching permitted on-site. The contractor must maintain temporary fencing throughout construction with no unattended breaches permitted, provide a Hot Work Permit for all on-site welding, and relocate the fuel tank away from work areas. The Period of Performance begins upon issuance of Notice to Proceed rather than the initially stated July 1, 2026 date. On-site personnel requirements allow the Superintendent and Quality Control Manager to be the same individual, but the Site Safety and Health Officer must be separate and may only serve as the Fall Protection Competent Person. Site access includes a gravel road and grassy area for parking and staging, with likely access to water hose bibs pending USACE verification.

W9126G26QA086
Questions/Answers
1. Do all poles and fencing need to be removed?
Poles on parapet walls and concrete may be repainted and reused if they are still structurally sound.
2. Where the terrain is uneven with the bottom of the fence, do the gaps need to be filled?
Yes, the gaps will need to be enclosed with fencing. We are open to suggestions and designs of how to fill the gaps. Proposals will need to be approved by USACE security division and the COR/KO
3. Can the grounding wires be re-used?
Yes, as long as the testing is within required parameters. The attachment hardware may not be reused.
4. Are grounding jumpers needed between gates?
Yes.
5. Are all gates being replaced?
Yes, with exception of the main entry gate.
6. What is access to the site and staging?
Gravel road parallelling the main road and the grassy area around it may be used for parking, staging, access, etc.
7. Is access to water available?
Most likely contractor will have access to hose bibs. USACE will confer with the Powerhouse to verify availability.
8. How tall is the fence?
7 foot tall fence fabric with dual angle wire on top.
9. What type of temporary fence is required?
USACE will not dictate the type of fencing used, however it must be sturdy and secure.
10. What is the requirement for concrete set time?
Utilize manufacturer recommendations and verify within the Specifications section.
11. What type of concrete is required?
Utilize manufacturer recommendations and verify within the Specifications section.
12. Will concrete need to be tested?
Verify within the Specifications section.
13. Can a roll away dumpster be left on site?
Yes, along the access road.
14. Where vegetation is cleared is reseeding required?
There is not a specific requirement for seeding, however any damage to government property must be returned to “same or better than” condition.
15. Are the light poles being replaced?
No, just repainted with a galvanizing paint.
16. Does temp fence need to be in place before construction starts?
Yes. No unattended breeches in the fence are permitted.

Verify in the Specification section and FE7 Security Fence Specifications.
20. What is required for on site welding? Are there any areas requiring additional precautions?
Hot Work Permit is required for all onsite welding. Fuel tank will be relocated away from the work area.
21. Please clarify Period of Performance. The solicitation lists a start date of July
01, 2026, which is not feasible given the proposal due date of June 23, 2026.
Please confirm that the Period of Performance will begin upon Notice to Proceed (NTP) rather than the stated date.
Yes, the Period of Performance will begin after the Notice to Proceed has been issued.
22. Can superintendent also be the SSHO/Fall Protection Competent Person/QCSM? If not, can the SSHO also be the Fall Protection Competent Person? Appropriate credentials will be submitted.
No, the SSHO may not serve in any other capacity such as Superintendent, QA, etc.
However, the SSHO MAY serve as the competent person for fall protection as their presence will be required during the use of fall protection per the EM385-1-1
23 The General Requirements appear to require three separate individuals on site at all times: a Superintendent, a Quality Control Manager, and a Site Safety and Health Officer. Are these general conditions applicable to this job, considering its size and scope?
The Superintendent and Quality Control Manager may be the same person. The SSHO may not serve any other role except Fall Protection Competent Person.
24 Removal of existing posts – Existing posts appear to be in good/solid condition, can we do sleeves over existing posts to reach height specification?
Existing posts which are embedded in the concrete parapet walls may be sleeved to achieve the height requirements as long as the existing post is still structurally sound.
All posts embedded into the ground must be replaced despite condition (3 sides of the switch yard, up the rock face and across the bluff).
25 As fence is removed, in lieu of temporary fencing, can we provide overnight physical security?
Overnight personnel acting as security does not meet the physical barrier requirements and may place personnel in potential danger. In addition, the high voltage components within the switch yard will still be exposed creating an additional potential hazard. A temporary fence is required.
25. How tall are the existing light and camera poles that need repainting, and are there any specifications for the paint type?
The exact height of the light and camera poles are unknown, but estimated to be 25’ tall. For this contract the desired paint is a galvanizing paint with a 98% zinc-rich matte finish.
