About this opportunity

The Department of Agriculture Agricultural Research Service is seeking to procure a Thermogravimetric Analysis (TGA) Instrument through a Request for Quote (RFQ). The TGA Instrument must meet detailed technical specifications, including automated furnace control up to 1000C, linear heating rates of 0.1 to 100C/min, and integrated programmable autosampler capability. The procurement will result in a Firm Fixed Price contract, with award to be made on a Lowest Price Technically Acceptable (LPTA) basis. Quotes are due by 10:00 AM CDT on June 11, 2024, and questions must be submitted by 3:00 PM CDT on May 16, 2024.

This solicitation was initially a 100% Total Small Business Set-Aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a 1,000 employee size standard. However, the set-aside designation was subsequently removed through an amendment. The place of performance is the USDA ARS facility in Peoria, IL, and delivery is requested within 120 days of order receipt. All contractors must be registered in the System for Award Management (SAM) to be eligible for award.

The total small business set-aside is removed.

The Clauses and Provisions document is updated as follows:

  1. Remove AGAR Provision 452.219-70, Size Standard and NAICS Code Information.
  2. Remove FAR Clause 52.219-6, Notice of Total Small Business Set-Aside.
  3. Remove FAR Clause 52.225-1, Buy American--Supplies.
  4. Add FAR Clause 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns.
  5. Add FAR Clause 52.225-3, Buy American-Free Trade Agreements-Israeli Trade Act.
  6. Change FAR Clause 52.223-18, Encouraging Contractor Policies to Ban Text Messaging While Driving, to FAR Clause 52.226-8, Encouraging Contractor Policies to Ban Text Messaging While Driving.

Quote due date is extended to 10:00 AM CDT on June 11, 2024.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.  Solicitation number 12505B24Q0177 is issued as a request for quote (RFQ).  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-04 dated 05/01/2024.  This solicitation will be a 100% Total Small Business Set-Aside.  The associated NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing), with a small business size standard of 1,000 employees.

This acquisition is for the following item as identified in the Line Item Number(s):

The Contractor shall provide all items F.O.B. destination.  Location of the Government site is aboard USDA ARS Peoria, IL 61604 and will be identified in the contract.  The Government anticipates award of a Firm Fixed Price contract.

Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1.  Submission of quote shall include the following:  (1) Technical Specifications and (2) Price (to include shipping).

All responses shall be submitted electronically to josh.dobereiner@usda.gov.

The basis for award is lowest price technically acceptable (LPTA).  "LPTA" means the best value is expected to result from selection of the technically acceptable quote with the lowest evaluated price.  Pursuant to FAR 52.212-2, the criteria for evaluation are:  (1) Technical Specifications and (2) Price (to include shipping) and must also have satisfactory Past Performance.  The lowest priced quote will first be evaluated for technical acceptability in accordance with the minimum specifications identified.  If determined not technically acceptable, it will be removed from competition and the next lowest priced quote will be evaluated for technical acceptability.  This will continue until the lowest price quote is determined technically acceptable.  Once the lowest priced quote is determined technically acceptable, then a determination of responsibility will be completed.  If found responsible, evaluations will be closed and award will be made.

INSPECTON AND ACCEPTANCE TERMS:  Supplies will be inspected by the technical representative and accepted at destination.  Delivery is requested within 120 days of receipt of order.
