About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base is seeking qualified contractors to provide one-time shipping services for Cartridge Actuated Devices and Propellant Actuated Devices (CAD/PAD), specifically thermal batteries, from a foreign partner location in Evoia Island, Greece to Hill Air Force Base in Utah. The solicitation is currently in the pre-solicitation phase as a Request for Information (RFI), with responses due by November 7, 2025. Key contract requirements include obtaining all necessary export and import licenses and permits for hazardous goods transportation, ensuring proper packaging and labeling in compliance with regulations, arranging pickup and transport of assets, maintaining proper chain-of-custody documentation, and coordinating customs clearance, inspections, and management of import duties or taxes. Prospective contractors must demonstrate recent relevant experience in hazardous goods shipping, provide direct and concise responses that clearly demonstrate capability to meet stated requirements, and must be registered in the System for Award Management (SAM) database to be eligible for award. The recommended NAICS code for this opportunity is 484230 (Specialized Freight Trucking, Long-Distance), and responses should avoid marketing materials in favor of substantive capability demonstrations.

This opportunity carries no set-aside designations and is a one-time requirement with an estimated shipment value of $74,800 involving two boxes containing 34 thermal batteries measuring 0.27 x 0.27 x 0.42 meters each and weighing 7 kilograms per box. The thermal batteries must be stored at temperatures between -70 degrees Celsius and 100 degrees Celsius and are classified as UN 3178 flammable solids with a US DOT hazard classification of 1.4, requiring specialized handling and transportation capabilities. The project must be completed within a 45-day timeline divided into three phases: planning and documentation (Days 1-15), shipping (Days 16-30), and customs clearance and delivery (Days 31-45). The United States Government will serve as the importer of record with Delivered at Place (DAP) Incoterms, and delivery will be documented via DD-250 delivery forms. Contractors may respond with capabilities for the full requirement or for specific portions of the consolidated effort, and teaming arrangements, subcontracting, or joint ventures should be clearly delineated in responses.
