About this opportunity
The Defense Logistics Agency's Nonappropriated Fund Contracting Office, on behalf of the Family & Morale, Welfare, and Recreation Civilian Welfare Fund, is soliciting quotes for Thanksgiving and employee appreciation meal catering for approximately 2,500 individuals at DLA Susquehanna, New Cumberland, Pennsylvania, with quotations due October 23, 2026, now past. The procurement is unrestricted (no set-aside used) and is a firm-fixed-price commercial services award under Lowest Price Technically Acceptable (LPTA) evaluation.
Performance is at Building 2001 (In-flight Cafeteria), 2001 Mission Dr., New Cumberland, PA 17070, with entry through ACP-4. Meal service runs November 18, 2026, from 12:00 PM to 3:00 PM EST, with setup complete by 11:45 AM and breakdown by 5:00 PM. November 19, 2026, is the backup date for inclement weather. Offerors propose either Option A (Traditional Thanksgiving) or Option B (Novelty BBQ/Roast with secondary meat choice), and every menu must include vegetarian/vegan alternatives and non-alcoholic beverages.
All food is prepared off-site. The Government provides no on-site kitchen, cooking equipment, or holding ovens, and on-site utilities are limited to warming, holding, and beverage preparation. The contractor supplies tables, linens, serving equipment, ice, disposables, calibrated food thermometers, and cleanup materials. Food must be held at 41°F cold and 135°F hot. A ServSafe-certified manager must be on-site at all times, and a single qualified manager may also serve as Project Lead. ServSafe certificates are due within 15 days of award. Subcontractors, including temporary staffing agencies, must be declared in the proposal and approved in advance by the Contracting Officer.
Personnel must be pre-cleared through the DBIDS access roster with valid Real ID, and the roster is due at least 14 business days before the event. Staffing substitutions are permitted up to 2 business days before the event. Offerors must hold active SAM.gov registration with a UEI and CAGE code. Pre-proposal site visits are not permitted. A pre-event walkthrough occurs 7 to 10 days after award, with the successful contractor only.
Evaluation uses two pass/fail non-price factors: Technical Capability & Operational Approach (menu compliance, capacity, staffing, logistics) and Past Performance. Past performance requires three contracts of similar scale (1,000+ patrons, single-service events) completed within the last three years, assessed for relevance only, and the prime contractor must meet this independently. Price is a total firm-fixed price per meal multiplied by 2,500. No payment is made for quantities above 2,500. Payment is guaranteed for 2,500 meals when food is prepared and made available, and invoicing occurs within 30 days post-event. General liability insurance is $1,000,000 per occurrence, with NAFI named as additional insured, and umbrella or excess policies may satisfy the requirement. The Service Contract Act applies with the Cumberland County, Pennsylvania wage determination. Anticipated award is no later than October 30, 2026. Questions closed October 15, 2026. Amendment P00001 (October 6) answered 46 vendor questions, and Amendment P00002 (October 16) answered 34 more. Contracting Officer Michael B. Thompson can be reached at 571-643-3754.
