The amendment provides answers to 34 questions submitted by potential offerors in response to the solicitation. The procurement is for full-service catering services for approximately 2,500 attendees at a Thanksgiving/appreciation event scheduled for November 18, 2026 (with a November 19 inclement weather backup date) at DLA Installation Management Susquehanna, Building 2001, New Cumberland, PA. The contracting officer is Michael B. Thompson (571-643-3754; Michael.3.Thompson@dla.mil).

Key requirements clarified through this amendment include: (1) all food preparation must occur off-site with no on-site kitchen facilities, cooking equipment, or holding ovens provided by the government; (2) the contractor must supply all tables, linens, serving equipment, ice, and cleanup materials; (3) setup must be complete by 11:45 AM with service from 12:00 PM to 3:00 PM EST; (4) offerors must submit a total firm-fixed price for 2,500 meals inclusive of all labor, equipment, and cleaning costs, with no additional payment for quantities exceeding 2,500; (5) the prime contractor must independently meet the corporate experience standard of three completed large-scale catering contracts (subcontractor experience does not qualify); (6) subcontractors must be declared and approved by the contracting officer; (7) all personnel require pre-clearance through the DBIDS security access roster with valid Real ID upon entry; (8) Service Contract Act wage rates apply per Department of Labor determinations for Cumberland County, PA; (9) General Liability insurance of $1,000,000 per occurrence and ServSafe certificates are required within 15 days of award; (10) active SAM.gov registration and UEI are required; and (11) the anticipated award date is no later than October 30, 2026. The DBIDS access roster must be submitted at least 14 business days prior to the event, and federal holidays do not count toward business-day calculations.

# Question Government Response / Requirement

Would it be possible to schedule a brief site visit of Building 2001 before quotes are due, so we can review the serving area, power, loading access, and setup space? We are flexible on dates and times.

No. A pre-proposal site visit will not be conducted. A site walkthrough will be scheduled exclusively with the awarded contractor approximately 7–10 days prior to the event.

What award date does the Government anticipate, and by what date must the awardee submit its DBIDS access roster? Does the 11 November federal holiday count toward the business-day count?

The anticipated award date to be no later than October 30, 2026. The completed DBIDS access roster must be submitted at least 14 business days prior to the event. Standard federal holidays (such as Veterans Day on November 11) do not count toward the business-day calculation.

If the event moves to the 19 November backup date, will the approved access roster carry over?

Yes. DBIDS security vetting processed for the primary event date remains valid for the adjacent contingency date (November 19).

Should the price show the total firm-fixed price along with a per-meal unit price? If more than 2,500 guests are served, will additional meals be paid at that unit price?

Offerors must submit a Total Firm-Fixed Price for 2,500 attendees, inclusive of all food, labor, equipment, and cleaning. The Government guarantees payment for the 2,500 quantity if prepared and made available. More than 2,500 meals are not anticipated.

Which phone number should offerors use for the Contracting Officer? We noticed both 445-737-7287 and 571- 643-3754 listed.

Both phone numbers work for reaching the Contracting Officer (Michael B. Thompson). You may also contact him via email at Michael.3.Thompson@dla.mil.

May the individual experience of our proposed Project Lead and ServSafe Certified Manager on prior large events be included in the past performance or staffing sections?

No. Under the evaluation factors, the prime contractor must independently meet the corporate experience standard of having completed at least three (3) similar large-scale catering contracts. Subcontractor or individual employee history cannot substitute for the prime firm's past performance.

If a cook's tent is utilized, would hand sinks be available and accessible?

A cook’s tent is not permitted. All food should be cooked offsite.

Can we utilize the Kitchen On-site for a “work space”, to execute the Meal?

No. There is no commercial kitchen or food preparation workspace available on-site. All food must be prepared off-site. The Government provides access strictly to the dining area and a designated staging area for warming and holding.

Are there Ovens and Stoves available for use? If so, how many?

No. There are no ovens or stoves available for contractor use on-site.

Are there Hot Boxes and/or Holding Ovens for use? If so, how many?

No. No government-furnished hot boxes or holding ovens are provided. The contractor must bring their own commercial insulated transport units.

Are there 6 or 8 ft. Tables on-site. We would require a minimum of (14).

Does the Facility provide these?

The facility provides dining tables and chairs for patrons only. The contractor must supply all tables, linens, and equipment needed for their serving lines and prep staging areas.

When could a Site Visit be scheduled?

As noted, pre-proposal site visits are not allowed. Only the awardee will schedule a walk-through 7–10 days before the event.

Is there an Ice Machine on-site that can be used for the Event?

No ice machine access is available. The contractor is expected to bring all necessary ice, equipment, and serving materials.

Does the Facility provide the Trash Cans and Liners for the Event Trash?

Does the Facility provide the manpower to empty these Trash Can throughout the Eating duration?

The facility does not provide cleanup manpower.

The contractor is fully responsible for clearing serving tables, collecting trash, bagging all waste/leftovers in liners, and transporting them to the facility's designated exterior dumpsters during and after the event. Cleaning of patron tables is not the responsibility of the contractor.

How many “Servings” do you need of this Entrée [Vegetarian and Vegan], for this Event?

There is no separate predefined quantity or percentage for vegetarian/vegan meals. Offerors must include a high-quality vegetarian/plant-based entrée option within their overall proposed capability to serve the 2,500 total attendees (e.g., matching standard industry ratios).

We would provide you with a list of Employee/Staff that would need entrance to the site, along with their addresses and phone numbers. You would then do the “pre-enrollment” and vetting through the DBIDS. You would pay all Fees attached to this “Pre-enrollment”. Our Employees/Staff would be responsible to have a valid Real ID upon entry. Is this correct?

Contractors complete DBIDS enrollment via the online registration link. There are no fees associated with this registration. All staff must carry a valid Real ID upon entry. Please reference Attachment J-1 for complete instructions on installation access.

We would be required to …”pay wages and fringe benefits not less than those specified in the wage determination issued by the Department of Labor for the areas in which the cafeteria is located”. What does this mean? What is this wage level, with fringe benefits? I would need to compare this wage level to what we are currently paying, and would need to increase our Staff Fees, if needed.

This clause means the contractor is legally bound to pay on-site workers no less than the minimum wages and fringe benefits established by the Department of Labor (DOL) for Cumberland County, PA (listed in Attachment J-2 of the solicitation package, starting on page 72).

You will need to review these specific occupational rates to compare against your current rates and adjust your pricing.

Would you be submitting a certified payroll for these wages?

Certified payroll submission is not required, though standard Service Contract Act (SCA) compliance rules apply.

Could you please confirm when the contractor will be notified if the November 18 catering event is moved to the November 19 inclement-weather date?

Specifically, should the contractor expect a decision by noon on Monday, November 16, or at another cutoff?

The Government will coordinate notification as early as feasible. At least one week notice will be provided of a date change.

Can you let us know if we have any access to an oven or stove top.

Confirmed no access to on-site stoves, ranges, or ovens. All cooking must occur off-site.

May the prime offeror engage a separate licensed commercial kitchen partner to prepare food off-site while remaining fully responsible for service and contract performance?

Yes. Off-site preparation via a licensed commercial partner is permitted, but subcontractors must be declared in the proposal and approved by the Contracting Officer. The prime remains fully liable.

Does the facility require any additional specific kitchen or food-handling documentation for an off-site kitchen partner?

No unique off-site kitchen documentation is requested beyond standard licensing and health certification requirements.

Is there a required approval or security vetting process for kitchen partner delivery vehicles and on-site service personnel?

Yes. All partner personnel, including delivery drivers and on-site staff, must be pre-cleared through the DBIDS access roster.

Please confirm whether active SAM registration and UEI/CAGE are required at quotation submission or at award for this nonappropriated-fund RFQ.

Yes. An active SAM.gov registration and UEI are required to receive this NAF contract award.

Could you please confirm the exact delivery and service location for this requirement? I would like to verify the location stated in the solicitation

DLA Installation Management Susquehanna, Building 2001 (In-flight Cafe), 2001 Mission Dr, New Cumberland, PA 17070.

Is there a required menu that vendors must follow, or may vendors propose an equivalent Thanksgiving menu?

Offerors must propose either Option A (Traditional Thanksgiving) or Option B (Novelty Appreciation/BBQ), both requiring a vegetarian/plant-based entrée. Portion sizes should reflect standard commercial full-meal catering standards.

Does the requirement include delivery only, or are vendors also responsible for setup, serving, cleanup, and providing serving equipment or utensils? [Delivery and Setup]

Should pricing include all transportation, labor, supplies, packaging, taxes, and other associated costs? [Pricing and Quotation Format] all-inclusive of transportation, labor, supplies, packaging, and all associated service costs. The Government is tax-exempt.

Could you please confirm all required documents for a complete quotation, including any representations, certifications, past performance information, or other supporting documentation?

[Submission Requirements]

A complete quotation must include a proposed menu, subcontractor disclosures, a cost breakdown, a technical proposal addressing all evaluation criteria, and all required representations and certifications.

I would also appreciate confirmation that all current solicitation amendments and attachments are available through SAM.gov and that there are no additional documents or instructions vendors should review before submitting. [Amendments and Attachments]

Correct. All active files and the latest Amendment P00001 and this Amendment P00002 are posted on SAM.gov.

Under Factor 2, Past Performance, may an offeror submit the past performance of a proposed subcontractor who will prepare and serve the meal, along with a description of the subcontractor's role? If so, will that experience be considered in determining whether the offeror is technically acceptable?

No. Under Factor 2 (Past Performance), the prime contractor must independently meet the minimum qualifications. Subcontractor experience will not be credited to determine prime acceptability.
