About this file
This is a Request for Quote (RFQ) issued by the Defense Logistics Agency (DLA) for catering services. The solicitation number is NAFUA1-26-Q-0016, issued September 23, 2026, by the DLA Nonappropriated Fund (NAF) Contracting Office on behalf of the Civilian Welfare Fund's Family & Morale, Welfare, and Recreation (FMWR) program. The Government seeks a qualified catering contractor to provide full-service catering, including all labor, equipment, materials, and supplies for a Thanksgiving or employee appreciation meal serving approximately 2,500 individuals at DLA Susquehanna, Building 2001 (In-flight Cafeteria), New Cumberland, Pennsylvania. The primary event date is November 18, 2026, with a backup date of November 19, 2026, with meal service from 12:00 PM to 3:00 PM EST. Delivery is required by November 19, 2026, with FOB destination terms. Questions are due by October 15, 2026, at 4:00 PM EST, and quotes must be submitted by October 23, 2026, at 4:00 PM EST to Contracting Officer Michael B. Thompson at michael.3.thompson@dla.mil or 571-643-3754.
Award will be made on a Lowest Price Technically Acceptable (LPTA) basis to a responsible offeror whose quote conforms to solicitation requirements. Non-price evaluation factors (Pass/Fail basis) include Technical Capability & Operational Approach (menu compliance, capacity, staffing, and logistics) and Past Performance (recent and relevant catering or institutional food service contracts within three years, preferably for 1,000+ participants). The contractor must propose either Option A (Traditional Thanksgiving) or Option B (Novelty/BBQ Appreciation meal), each with mandatory components including entrees, sides, vegetarian/vegan alternatives, desserts, and beverages. Price evaluation encompasses mathematical correctness and reasonableness of the firm-fixed-price per meal multiplied by 2,500 attendees or total inclusive pricing. The contractor must maintain all food at safe temperatures (cold ≤41°F, hot ≥135°F), provide at least one ServSafe-certified manager on-site at all times, supply adequate staffing to prevent queuing delays, and maintain professional standards including uniforms and identification. Contractor personnel must gain Defense Biometric Identification System (DBIDS) clearance prior to event day and enter through Access Control Point 4. The contractor is responsible for all setup by 11:45 AM, three-hour meal service, complete breakdown and cleanup by 5:00 PM, removal of all waste to designated dumpsters, and restoration of Building 2001 to broom-clean condition. The contract is subject to the Service Contract Act of 1965, applicable Department of Labor wage determinations for Cumberland County, Pennsylvania, and federal food safety standards (Tri-Service Food Code). Insurance requirements include workers' compensation as required by state law, $500,000/$1,000,000 automobile liability, $100,000 property damage, and $5,000,000 general liability. The contractor is encouraged to donate excess, apparently wholesome food to nonprofit organizations serving food-insecure populations at the contractor's expense with no Government reimbursement. The solicitation incorporates DA Form 4066 (nonappropriated fund commercial item purchase order) and references multiple contract clauses covering definitions, inspection, delivery, delays, and performance standards. Performance will be monitored for food safety compliance, meal availability and headcount fulfillment, operational timeliness, staffing certifications and professional conduct, and sanitation/waste removal with potential payment deductions for deficiencies.

EVALUATION FACTORS FOR AWARD & INSTRUCTIONS
1.1 Basis for Award
Award will be made to the responsible offeror whose quote conforms to the solicitation requirements and is determined to be the Lowest Price Technically Acceptable (LPTA).
Quotes will be evaluated on a Pass/Fail (Technically Acceptable / Unacceptable) basis across non-price factors. Quotes that fail any technical factor or subfactor will be determined technically unacceptable and will not be eligible for award. Among those offerors evaluated as Technically Acceptable, award will be made to the lowest total evaluated price.
1.2 Non-Price Evaluation Factors (Pass / Fail)
Factor 1: Technical Capability & Operational Approach
• Subfactor 1.1: Menu Compliance & Capacity: The offeror must propose a complete, compliant menu meeting either Option A (Traditional) or Option B (Novelty) specifications, including all mandatory sides, beverages, and vegetarian/vegan alternatives. The proposal must demonstrate clear capability and supply logistics to prepare and sustain high-volume food service for 2,500 participants over the entire three-hour operating window without interruption.
• Subfactor 1.2: Staffing and Logistics Plan: The offeror must provide an operational staffing plan detailing supervisory structure, number of serving lines, replenishment flow, and bussing/sanitation crew. The plan must guarantee at least one (1) on-site ServSafe certified manager at all times, adequate servers to maintain rapid queue throughput, and adherence to uniform, grooming, and identification standards.
Factor 2: Past Performance
• The Government will evaluate the offeror's record of recent and relevant performance to assess confidence in their ability to fulfill the contract requirements.
• Recency: Performance on catering or institutional food service contracts within the last three (3) years from solicitation release date. Offerors shall provide Company name, Point of Contact, email, and phone number for three (3) contracts of similar size within the last three (3) years.
• Relevancy: Experience executing large-scale catering operations (single-service events catering to 1,000+ patrons).
• Standard: To achieve an "Acceptable" rating, past performance references must demonstrate satisfactory quality of service, adherence to delivery schedules, effective management, and compliance with health and safety standards.
Offerors with no record of relevant past performance will receive a neutral rating and will be considered "Acceptable."
1.3 Price Evaluation (Factor 3)
• The offeror's price proposal will be evaluated for mathematical correctness and completeness.
• Total evaluated price will be computed based on the firm-fixed-price per meal multiplied by 2,500 attendees (or total firm-fixed-price inclusive of all food, equipment, disposables, labor, setup, and cleanup).
• The Government will evaluate prices for reasonableness in accordance with AR 215-4.

The NAFI shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery (or "constructive placement" as defined in carrier tariffs) of the supplies to the destination, unless such charges are caused by an act or order of the NAFI acting in its contractual capacity. If rail carrier is used, supplies shall be delivered to the specified unloading platform of the consignee. If motor carrier (including "piggyback") is used, supplies shall be delivered to truck tailgate at the unloading platform of the consignee, except when the supplies delivered meet the requirements of Item 568 of the National Motor Freight Classification for "heavy or bulky freight." When supplies meeting the requirements of the referenced Item 568 are delivered, the consignee shall perform unloading (including movement to the tailgate), with assistance from the truck driver, if requested. If the contractor uses rail carrier or freight forwarded for less than carload shipments, the contractor shall ensure that the carrier will furnish tailgate delivery, when required, if transfer to truck is required to complete delivery to consignee.
(b) The Contractor shall-
(1) Pack and mark the shipment to comply with contract specifications; or in the absence of specifications, prepare the shipment in conformance with carrier requirements;
(2) Prepare and distribute commercial bills of lading;
(3) Deliver the shipment in good order and condition to the point of delivery specified in the contract;
(4) Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract;

(1) by an act of the Contracting Officer in the administration of this contract that is not expressly or impliedly authorized by this contract, or
(2) by a failure of the Contracting Officer to act within the time specified in this contract, or within a reasonable time if not specified, an adjustment (excluding profit) shall be made for any increase in the cost of performance of this contract caused by the delay or interruption and the contract shall be modified in writing accordingly. Adjustment shall also be made in the delivery or performance dates and any other contractual term or condition affected by the delay or interruption. However, no adjustment shall be made under this clause for any delay or interruption to the extent that performance would have been delayed or interrupted by any other cause, including the fault or negligence of the Contractor, or for which an adjustment is provided or excluded under any other term or condition of this contract.
(b) A claim under this clause shall not be allowed-
(1) For any costs incurred more than 20 days before the Contractor shall have notified the Contracting Officer in writing of the act or failure to act involved; and
(2) Unless the claim, in an amount stated, is asserted in writing as soon as practicable after the termination of the delay or interruption, but not later than the day of final payment under the contract.
