About this opportunity
The U.S. Embassy Singapore seeks travel logistics and program support services for an influencer familiarization tour in Texas, with proposals due September 16 at 5:00 p.m. EDT. The procurement is a Total Small Business set-aside under a firm-fixed-price award structure. Amendment 0001, issued September 11, extended the deadline and revised relevant experience evaluation requirements; offerors must acknowledge the amendment with their proposals.
The program encompasses itinerary planning, admissions and reservations, scheduled ground transportation, remote logistical coordination, contingency support, and reporting for five Singapore-based social media influencers accompanied by two Government escorts (seven travelers total) during October 3–11, 2026. Place of performance is Texas, USA. Questions closed September 10; material responses were posted through Unison Global Marketplace.
Proposals must be submitted through Unison Global Marketplace only—not SAM.gov or email—and include two volumes. Volume I requires an executed SF-1449, prices for CLINs 0001 through 0005 entered directly in Unison Marketplace fields, a supporting price breakdown for admissions and prepaid activities under CLIN 0002, price assumptions and exceptions, representations and certifications, Unique Entity Identifier and CAGE/NCAGE code, and written acknowledgment of insurance requirements. Volume II must address preliminary itinerary and performance approach, management and contingency approach, and relevant experience; no pricing information shall appear in Volume II. Proposals must be in English in searchable PDF format and remain valid for at least 60 calendar days from submission.
Under revised Factor 3 requirements, offerors must provide one to three examples of relevant experience within the five years preceding the proposal deadline, drawn from multi-day group tours, multi-city travel programs, destination-management services, ground transportation coordination, attraction and ticketing services, or comparable commercial travel or tour-management services. Each example must include customer name and point of contact, contract or project title, performance dates, approximate number of travelers, service description, approximate contract value, relevance explanation, and performing entity identification.
Award will go to the responsible offeror with the lowest total evaluated price whose proposal is technically acceptable. The NAICS code is 561520, Tour Operators; PSC is V302, Transportation/Travel/Relocation—Travel Agent.
