About this file
This is a Standard Form 30 (SF-30) Amendment to Solicitation 19SN1026R0021, issued by the General Services Office at the U.S. Embassy Singapore on September 11, 2026. The amendment extends the proposal deadline to September 16, 2026, at 5:00 p.m. EDT and revises Factor 3 (Relevant Experience) evaluation criteria for what appears to be a travel and tour management services contract.
Under the revised Factor 3 requirements, offerors must provide one to three examples of relevant contracts or projects performed within the five years preceding the proposal submission deadline. Relevant experience may be demonstrated through work performed by the offeror, proposed subcontractors performing a meaningful portion of the contract, or proposed personnel performing a meaningful role, including experience gained at other organizations. Acceptable experience includes multi-day group tours, multi-city travel programs, destination-management services, ground transportation coordination, attraction and ticketing services, and comparable commercial travel or tour-management services. For each example, offerors must provide the customer name, point of contact with telephone or email, contract or project title, performance dates, approximate number of travelers, service description, approximate contract value, relevance explanation, performing entity identification, and for subcontractors or individuals, their prior and proposed roles. The evaluation standard requires offerors to provide at least one relevant example within the five-year period demonstrating experience with specified travel services, with sufficient information for government verification. All other solicitation terms and conditions remain unchanged.

Experience must be associated with an identifiable and verifiable contract or project.

At least one example demonstrates experience with a multi-day group tour, multi-city travel program, destination-management service, coordinated ground transportation, attraction and ticketing service, or comparable commercial travel service.
The proposal sufficiently identifies the entity or individual whose experience is being relied upon, explains that entity’s or individual’s role in the prior project and proposed role under this requirement, and provides sufficient information for the Government to determine the relevance of the experience and verify it if necessary.
Unacceptable
The Offeror does not provide at least one relevant example within the required five-year period, does not demonstrate that the entity or individual whose experience is being relied upon will perform a meaningful role under the resulting contract, or provides insufficient information to demonstrate or verify relevant experience.
