About this file

This is a Consolidated Questions and Answers document supporting a Request for Proposals issued by the U.S. Embassy Singapore for travel logistics and program support services related to a Texas-based influencer familiarization tour. The solicitation (19SN1026R0021) seeks a contractor to provide itinerary planning, admissions and reservations, scheduled ground transportation, remote logistical coordination, contingency support, and reporting for five Singapore-based social media influencers and two Government escorts (seven travelers total) traveling October 3-11, 2026. The Government will award a firm-fixed-price contract to the responsible offeror with the lowest evaluated price and technically acceptable proposal. Pricing must be submitted through Unison Global Marketplace for CLINs 0001-0005, with supporting price breakdowns required for admissions and prepaid activities under CLIN 0002. All proposals and documentation, including the completed SF-1449 form, representations and certifications, unique entity identifier/CAGE code, and insurance requirements acknowledgment, must be submitted through Unison Global Marketplace by 5:00 p.m. EDT on September 16, 2026 (extended deadline per Amendment 0001). Technical proposals must address preliminary itinerary and performance approach, management and contingency approach, and relevant experience, and must not contain pricing information. Questions were accepted through September 10, 2026, and material responses were posted through Unison Global Marketplace.

CONSOLIDATED QUESTIONS AND ANSWERS

Solicitation No. 19SN1026R0021

The following questions and answers are provided to all prospective offerors. In the event of a conflict between these answers and the solicitation, the solicitation, as formally amended, governs.

Q1. Section 7.9 requires the NASA tram tour that includes the historic Mission Control Center. Space Center Houston sells the Mission Control tour as a separately ticketed add-on with limited availability. Should offerors price the add-on for seven travelers under CLIN 0002, or does the standard NASA tram tour included in general admission satisfy the requirement if the add-on is unavailable?

Offerors shall include the cost of the separately ticketed NASA tram tour that includes the historic Mission Control Center for all seven travelers under CLIN 0002. If that tour is unavailable despite the Contractor making a timely attempt to obtain reservations, a standard NASA tram tour included with general admission will satisfy the requirement as the contingency option. The Contractor shall notify the Government promptly if the Mission Control tour cannot be secured. No additional payment will be made for the contingency option.

Q2. Please advise whether the Government has content themes or messaging priorities for the influencer program (for example food, music, space, Western heritage, outdoor recreation) that offerors should weigh when recommending open-ended attractions and photography opportunities.

The program supports U.S. public diplomacy activities associated with the 250th anniversary of the United States. Recommendations should help showcase Texas and the United States as attractive travel destinations for Singaporean audiences. Offerors should give particular consideration to Texas culture, food, entertainment, Western heritage, space exploration, and everyday American experiences. Recommended activities should also provide strong opportunities for photography, handheld video, social media storytelling, and destination promotion. These themes are guidance and are not separately weighted evaluation factors.

Q3. For the open-ended activities recommended by the offeror (Sections 7.1 through 7.8), please advise of any traveler restrictions or preferences that would rule out an activity category: for example water-based activities, horseback riding, activities requiring liability waivers, dietary or religious considerations for the Tex-Mex, BBQ and diner reservations, or age limits. Please also advise whether any venue or activity has already been ruled out by the Government.

The Government is not aware of any traveler restrictions that would rule out the activity categories identified in the question. For proposal purposes, offerors may assume that all seven travelers are adults and are able to participate in standard publicly available visitor activities. No additional venue or activity has been ruled out beyond the limitations and exclusions stated in the solicitation. Offerors should identify in their proposals any age, health, mobility, clothing, photography, waiver, or other participation restrictions associated with a recommended activity. Restaurants should offer a reasonable variety of menu choices. Specific dietary preferences will be coordinated after award and will not change the Contractor’s obligation to make the required reservations. Meals and beverages remain traveler-paid as stated in the solicitation.

Q4. The invoicing clause requests SWIFT and IBAN details. For a U.S.-based contractor, will payment be made by domestic ACH or by international wire, and what are the payment terms following invoice acceptance?

Payment will be made by electronic funds transfer using the banking information registered in SAM. For a U.S.-based contractor with a U.S. bank account, payment will generally be made by domestic ACH. IBAN and SWIFT information should be provided only if applicable. Payment is generally due within 30 days after receipt of a proper invoice and Government acceptance.

Q5. May an offeror satisfy the Relevant Experience requirement using relevant professional experience of proposed key personnel and/or subcontractor personnel, including experience obtained while employed by another organization? For example, may experience coordinating commercial travel arrangements, itinerary scheduling, reservations, passenger logistics, ground transportation, and related travel services be considered when performed by proposed personnel prior to their employment or engagement by the offeror?

Yes. As provided in Amendment 0001, an offeror may demonstrate relevant experience through proposed personnel or a proposed subcontractor, including experience gained while employed by another organization. The experience must be associated with an identifiable and verifiable contract or project performed within the five years preceding the proposal deadline. The proposal must describe the individual’s or subcontractor’s role in the prior project and demonstrate that the individual or subcontractor will perform a meaningful role under the resulting contract. Experience coordinating the travel and logistical services described in the question may be considered when these requirements are met. Please refer to Amendment 0001 for the updated submission and evaluation requirements.
