About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 22 (VISN 22) is seeking to procure off-site teleradiology physician services for the New Mexico VA Health Care System (NMVAHCS) to provide diagnostic imaging interpretation to eligible VA beneficiaries. Contractors must furnish board-certified or board-eligible diagnostic radiologists who will deliver remote interpretation services compliant with American College of Radiology (ACR) Practice Parameters and Technical Standards as well as Joint Commission standards. Key qualifications include active, unrestricted medical licenses, current board certification in Diagnostic Radiology, NPI credentials, and completion of mandatory VA training in privacy, HIPAA, and cybersecurity. Service requirements mandate availability Monday through Friday from 4:00 PM to 8:00 AM and 24 hours daily on weekends and federal holidays, with turnaround times of 60 minutes for STAT exams, 4 hours for urgent studies, and 48 hours for routine procedures. The responses to this Request for Information must be submitted by April 30, 2026, at 10:00 AM PST to Contracting Officer Ramonalisa Aviles at Ramonalisa.Aviles@va.gov, with evaluation to consider contractor capability statements, relevant experience in teleradiology services, and small business status preferences.
This procurement includes no set-aside designations; however, the government is encouraging responses from Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) with a 50% subcontracting cap for non-similarly situated firms. No incumbent contractor or award value is specified in the pre-solicitation notice. The estimated annual procedure volume reflects over 100 distinct CPT codes across multiple imaging modalities, with highest-volume procedures including chest radiography (approximately 4,485 annual procedures), CT head imaging (1,499 procedures), and CT abdomen and pelvis imaging (1,280 procedures). The contract will span a base year plus four option periods for a total five-year requirement, requiring secure DICOM-compliant image transmission with FIPS encryption and HL7-formatted report delivery. All offerors must be registered in the System for Award Management (SAM) database and invoices will be submitted through the Tungsten electronic submission system, itemized by CPT code, with the government bearing network connectivity infrastructure costs while the contractor is responsible for all other connectivity and operational expenses.
