About this opportunity
The Federal Highway Administration (FHWA) is seeking technical expertise and support services for its Office of Safety through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract solicitation. The procurement encompasses four primary task areas: technical support and assistance, professional capacity building and training support, industry and public outreach, and technical administrative support. The FHWA will evaluate proposals using six factors: Experience, Technical Approach, Management and Staffing Approach, Past Performance, Small Business Subcontracting, and Price, with non-price factors weighted more heavily than price in a "Highest Technical Rated with Fair and Reasonable Price" methodology. Offerors must demonstrate expertise in transportation safety, data analysis, training development, and federal government contracting, with proposals evaluated through a phased down-select process. The Phase 1 submission addressing Experience was originally due November 21, 2025, but was extended to December 2, 2025; Phase 2 submissions including oral presentations and technical proposals were due January 9, 2026; and oral presentations are scheduled for January 15-30, 2026, with anticipated contract awards by February 11, 2026. Multiple amendments have been issued addressing questions and clarifications, with the final deadline for submitting questions being January 2, 2026.
This solicitation does not utilize any small business set-aside; however, the FHWA anticipates awarding four to six contracts with up to two reserved for small businesses. The incumbent contracts are numbered 693JJ320D000021 through 693JJ320D000024, and this procurement represents a recompete of existing requirements. The contract has a maximum ceiling of $48 million with a minimum order requirement of $50,000 per task order, with a five-year period of performance and task orders potentially extending up to 36 months beyond the contract's expiration. Labor categories and ceiling rates are specified in Attachments J.1 and J.2, with program manager positions requiring 15 years of contract management experience and professional credentials. The place of performance is throughout the United States, with work supporting FHWA's mission to improve roadway safety and reduce transportation-related crashes.
