About this opportunity
The Federal Highway Administration seeks research proposals to support its Office of Infrastructure Research and Development across six program areas—Advanced Digital Construction, Transportation Resilience and Safety, Enhanced Pavement Management, Bridge Preservation and Management, Highway Construction Safety, and Pavement Modeling and Performance—with concept paper deadlines specified in Appendix C and the BAA remaining open through September 13, 2028.
No set-asides are reserved; small businesses, disadvantaged businesses, minority institutions, and HBCUs are encouraged to participate but face no exclusive carve-outs. Awards range from $50,000 to $750,000 per individual award. Cost sharing is not mandatory. All offerors must be registered in SAM.gov prior to award and comply with Section 889 telecommunications prohibitions.
The procurement follows a two-phase evaluation process. Phase 1 evaluates concept papers (maximum 5 pages) based on technical merit. Successful offerors are invited to submit Phase 2 formal proposals (maximum 20 pages for Volume I technical content), which must include technical approaches, project management plans, cost/pricing information, and statements of work. Evaluation criteria weight technical merit and cost/price reasonableness; proposals exceeding $750,000 must include small business subcontracting plans. All deliverables must comply with Section 508 accessibility standards.
The Government reserves the right to award contracts, assistance agreements, or other instruments and may fund all, some, or none of the proposals submitted. The NAICS code is 541330, Engineering Services, and the PSC code is AS12, Transportation R&D Services; Surface Transportation, Public Transit, and Rail; Applied Research.
