About this opportunity

This solicitation has been cancelled as of June 16, 2026.

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 20 (VA Puget Sound Healthcare System) sought to procure a Whole Healthcare Channel System, brand name or equal to the C.A.R.E. Channel, for its Tacoma, Washington and Seattle, Washington locations under a total small business set-aside. The procurement was for a firm-fixed price purchase order under FAR 12 procedures, with NAICS code 512110 (Motion Picture and Video Production) and a $40 million small business size standard.

Place of performance was Seattle, Washington and Tacoma, Washington at the VA Puget Sound Healthcare System locations. The contract called for delivery of HEART 8 Media Broadcasters, Multicom Digital HD Encoder/Modulators, uninterruptible power supplies, and annual content updates and licensing fees for C.A.R.E. Channel, Guided Imagery, and C.A.R.E. Connect services. The period of performance consisted of a base year from June 15, 2026 through June 14, 2027, followed by four optional one-year periods extending through June 14, 2031. VA personnel would self-install media player and media channel modulator hardware; the contractor was required to provide remote installation support and phone support only, with no on-site contractor presence required.

Seattle Campus had 300 existing CATV distribution drops and American Lake (Tacoma) Campus had 100 drops, totaling 400 distribution points. The two campuses operated completely segregated headends with separate satellite feeds.

Offers were due May 14, 2026 at 1:00 PM Mountain Time, with questions due by the same deadline. Multiple amendments extended the deadline to June 16, 2026. Amendment 0003 (May 28, 2026) added FAR clause 52.219-14 (Limitations on Subcontracting), requiring contractors to perform 50 percent of services and supplies work in-house. Award was to be made to the response most advantageous to the government based on evaluation factors in Section E of the RFQ. The contracting officer was Jennifer Robles (jennifer.robles1@va.gov) at VA Network Contracting Office 20 in Vancouver, Washington.
