About this file

This is a Standard Form 30 Amendment to a solicitation issued by the Department of Veterans Affairs, Network Contracting Office 20 (V4CONT), located in Vancouver, Washington. Amendment 0002, effective May 12, 2026, provides answers to additional questions received regarding Solicitation 36C26026Q0617, originally dated April 29, 2026. The amendment requires offerors to acknowledge receipt prior to the specified deadline and confirms that one copy should be returned to the issuing office.

The solicitation concerns the delivery of relaxing and calming video content to an existing Modulated Audio Television (MATV) system at two VA campuses: Seattle and American Lake. The contractor will add a single video input signal to be modulated to a channel designated by VA staff and displayed on existing cable TV drops at patient care areas. The Seattle Campus has 300 existing CATV drops and American Lake Campus has 100 existing CATV drops, totaling 400 distribution points. Content will be delivered through the existing MATV modulated video distribution system, which currently displays Direct TV satellite service, with veterans also able to access web-based programming via their own PDAs or home-based PCs as directed by the VA Whole Health Care team. On-site contractor support is not required; technical support will be handled through existing VA Facilities Management and Healthcare Technology Management (FMS HTM) staff who will contact the vendor for troubleshooting as needed. This is a new service with no incumbent contractor being replaced.

1) Question: Do the Seattle and Tacoma locations already have TV systems set up in patient rooms, or would the contractor need to bring in the hardware as well?

Answer: This solicitation is to add a Single Video input signal that displays content that offers a relaxing and calming environment into an existing MATV system at the Seattle and American Lake campus. This content will be modulated to a channel directed by VA Staff to be displayed at existing cable TV Drops located at patient care areas at each campus.

Answer: The VA Seattle Campus has 300 Existing CATV drops. The American Lake Campus has 100 Existing CATV Drops.

3) Question: How is the channel currently being delivered to patient TVs — is it streamed over the network, through a dedicated feed, or something else?

Answer: Each campus has an existing MATV system with a Modulated Video distribution system that currently displays a Direct TV Satellite service for regional and national entertainment programming.

Veterans will be able to utilize their own PDA’s or Home-Based PC to also access the web-based programming by direction of the VA Whole health care team.

4) Question: Does the VA need someone physically on-site for support, or is remote monitoring and phone support acceptable?

5) Question: Is there a company already providing this service at VA Puget Sound that we would be replacing?
