About this opportunity
Army Contracting Command - Aberdeen Proving Ground, on behalf of the Defense Commissary Agency (DeCA), is issuing a Commercial Solutions Opening (CSO) Special Notice to solicit Phase 1 Solution Briefs for Syndicated Data Core Services, with submissions due August 3, 2026 at 1300 EDT. Offerors may propose solutions for one or all thirteen Areas of Interest (AOIs) but must provide complete end-to-end solutions for any individual AOI pursued; partial solutions will not be evaluated.
DeCA seeks modern syndicated point-of-sale data, shopper analytics, economic modeling, competitor intelligence, and data integration services supporting enterprise-wide savings measurement and competitive benchmarking across 235 global commissaries. The thirteen AOIs span CONUS and OCONUS non-fresh and fresh POS data services, ecommerce data, savings methodology and analysis, patron panel data, competitor location intelligence, SNAP eligibility data, competitor pricing percentile data, manual basket shops at approximately 940 combined locations annually, and competitor pricing web scrapes delivered bi-weekly.
All proposed solutions must deliver automated data ingestion (API, SFTP) compatible with DeCA's SAP-based Advanced Retail Technology Suite (ARTS) using industry-standard data structures without custom middleware, meet tiered cybersecurity requirements (CMMC Level 1 for AOIs 1, 2, 4, 5, 6; Level 2 for AOIs 3, 7–13), and provide 99.5% uptime with self-service ad-hoc reporting and on-site subject matter expert support.
Phase 1 Solution Briefs must not exceed ten written pages or twenty slides and include executive summary, technical solution, itemized Rough Order of Magnitude costs per AOI, schedule to full operational capability, company viability assessment, and intellectual property disclosures. Submissions advance to Phase 2 (pitch/demonstration, potentially bypassed) and Phase 3 (formal proposal), though the Government reserves the right to make multiple, single, or no awards. The Government may employ FAR Part 12 commercial contracts, Other Transaction agreements, or other instruments post-evaluation. Offerors proposing both OCONUS savings methodology (AOIs 4–5) and OCONUS data collection (AOIs 11, 13) must maintain complete operational and ownership separation through independent, non-affiliated business entities to mitigate organizational conflicts of interest. All offerors must maintain active SAM registration and possess a Unique Entity Identifier.
