About this opportunity

The Army Contracting Command - Aberdeen Proving Ground (ACC APG), on behalf of the Defense Commissary Agency (DeCA), is issuing a Commercial Solutions Opening to solicit Phase 1 Solution Briefs for Syndicated Data Core Services by August 18, 2026 at 1100 Eastern Daylight Time. Offerors may propose complete end-to-end solutions addressing one, some, or all thirteen Areas of Interest (AOIs), but partial solutions for any single AOI will not be evaluated; the Government seeks a vendor capable of delivering all 13 areas. The thirteen AOIs span CONUS and OCONUS non-fresh and fresh point-of-sale data, ecommerce data, savings methodologies, patron panel data, competitor location and pricing intelligence, SNAP eligibility data, manual basket shops, and web scraping for competitor pricing across 235 global commissaries.

Solutions must integrate with DeCA's SAP-based ARTS environment via API or SFTP using industry-standard data structures, achieve CMMC Level 1 or Level 2 cybersecurity compliance depending on the AOI, and deliver on-site program support, secure user-facing platforms with 99.5% uptime, comprehensive training, and technical documentation. Submissions are limited to 10 pages (written) or 20 slides (briefing format) in 12-point Times New Roman and must include title page with company info and UEI/CAGE, executive summary, and other required sections. Offerors must provide itemized Rough Order of Magnitude cost estimates by AOI with optional multi-AOI discounts, proposed project schedules with distinct onboarding timelines, company viability and data ownership information, IP statements affirming Government rights to bespoke methodologies, and organizational conflict-of-interest analyses with mitigation plans where applicable. The Government reserves the right to make multiple awards, single awards, or no awards, and to conduct Phase 2 pitch sessions and Phase 3 formal proposals for selected offerors. Submit to Contracting Officer Shelby A. Saum (shelby.a.saum.civ@army.mil) or Contract Specialist Kristen Zigmont (kristen.zigmont.civ@army.mil).
