About this opportunity
The Department of the Air Force, 934th Airlift Wing, seeks sealed bids for maintenance and repair of the aircraft parking apron at Minneapolis-St. Paul Air Reserve Station, with bids due September 8, 2026, at 10:00 AM Central Time. This is a Total Small Business set-aside under FAR Subpart 6.203.
Place of performance is Minneapolis, Minnesota. The procurement covers concrete joint sealing (approximately 14,800 linear feet), partial depth patching of rigid pavement, crack repair, and apron marking repainting to support C-130H aircraft operations. Work must be completed within 120 calendar days from Notice to Proceed. The contract magnitude is between $500,000 and $1,000,000 on a Firm Fixed Price basis.
NAICS code is 237310 (size standard $45 million); PSC code is Z1BD. All contractor personnel must have prior security clearance via Entry Access List (EAL) for base facility access; there are no exceptions.
Concrete work requires compliance with ASTM C920 or C1193 standards for joint sealant, Portland cement concrete achieving 3,000 psi at 24 hours and 5,000 psi at 28 days, and weather-dependent restrictions (no placement below 40°F or above 90°F). Apron markings must use retro-reflective paint per Federal Specification TT-B-1325D with post-applied glass beads. Work is governed by prevailing wage rates established in the Department of Labor wage determination for Minnesota counties including Hennepin and Ramsey, effective May 18, 2026. Performance and payment bonds equal to 100 percent of contract price are required within 10 calendar days of award. Required insurance includes workers' compensation ($100,000 employer's liability minimum), general liability ($500,000 per occurrence), and automobile liability ($200,000 per person / $500,000 per occurrence). Bid guarantee of 20 percent of bid price is required.
All offerors must be registered in SAM. A mandatory pre-bid site visit was held August 19, 2026. Evaluation is based on technical acceptability (bid security, amendment acknowledgment, and completed SF 1442) and price, with award to the lowest priced responsive bidder. Amendment 0001 extended the original September 3 deadline to September 8 and adjusted bid validity from 60 days to 30 days; all bidders must acknowledge the amendment in writing prior to bid opening.
