About this file
This document is a Cover Memorandum for Amendment 0001 to a sealed bid solicitation issued by the Department of the Air Force, 934th Airlift Wing, for maintaining aircraft parking apron at Minneapolis Air Reserve Station in Minneapolis, Minnesota.
The amendment implements three primary changes to the original solicitation FA663326B0001: (1) extends the bid due date from 03 September 2026 to 08 September 2026 at 10:00 AM Central Time to allow offerors adequate preparation time following Government responses to technical questions and answers; (2) aligns the bid validity period from 60 days to 30 days and standardizes the acceptance window to 30 calendar days, resolving inconsistencies between bidding form blocks; and (3) removes FAR Clause 52.212-2 (Evaluation—Commercial Products and Commercial Services) in accordance with the sealed bid procurement structure, with evaluation proceeding strictly on technical acceptability (bid security, amendment acknowledgement, and completed SF 1442) and price. All prospective offerors must acknowledge receipt of Amendment 0001 prior to the 08 September 2026 bid opening by completing and returning SF 30 Blocks 8 and 15 with their bid package, acknowledging the amendment in writing on each offer copy, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge the amendment prior to bid opening may result in offer rejection. Contracting inquiries should be directed to Karen Gillen, Contracting Specialist, or Chin Kuk Dahlquist, Contracting Officer, at chin.dahlquist.1@us.af.mil or 612-713-1426.

Aircraft Parking Apron

PROJECT NO.: QJKL 26-0002
1. PURPOSE
The purpose of this memorandum is to formally transmit and summarize the administrative and technical changes implemented under Amendment 0001 (issued on Standard Form 30) for the solicitation to "Maintain Aircraft Parking Apron" at the Minneapolis Air Reserve Station, Minneapolis, Minnesota.
All prospective offerors must review these updates carefully and ensure their bid proposals conform fully to the revised requirements.
2. EXECUTIVE SUMMARY OF AMENDMENT ACTIONS
Amendment 0001 executes three primary revisions to the solicitation framework:
1. Response Timeline Extension: Extends the official bid opening/submission date to allow offerors sufficient preparation time following the Government’s responses to industry
Questions and Answers (Q&A).
2. Acceptance Period Alignment: Synchronizes the quote/bid validity timeline across all sections of the solicitation document, modifying the required bid acceptance duration to a unified 30-day window.
3. Regulatory Clause Removal: Deletes FAR Clause 52.212-2 (Evaluation—Commercial
Products and Commercial Services) to reflect the sealed bid nature of this procurement, in accordance with regulatory guidelines.

4. DETAILED CLARIFICATIONS & RATIONALE
A. Extension of Proposal Due Date
To ensure a fair and competitive bidding environment, the government has extended the bid opening deadline from 03 September 2026 to 08 September 2026 at 10:00 AM. This extension ensures that all contractors have ample time to integrate the forthcoming Government responses to technical Q&As into their final cost estimations and scheduling.
B. Alignment of Bid Acceptance Timeline
To resolve inconsistencies in the solicitation documentation, the bid acceptance period has been standardly adjusted to 30 calendar days. This update reconciles Block 10 and Block 13d of the bidding forms to establish consistency throughout the evaluation phase.
C. Removal of Evaluation Clause FAR 52.212-2
Because this acquisition is structured as a Sealed Bid procurement, the incorporation of commercial evaluation criteria under FAR 52.212-2 is inapplicable. Per the authority of RFO
14.307(a)(3), the clause has been removed. Evaluation of bids will proceed strictly on:
1. Technical Acceptability: Bid Security, Acknowledgement of Amendments (if applicable), and completed SF 1442.
2. Price.
5. ACTION REQUIRED BY OFFERORS
To remain eligible for award, all bidding organizations must acknowledge receipt of Amendment
0001 prior to the hour and date specified for bid opening. Acknowledgment must be achieved using one of the following methods:
1. Complete SF 30 Blocks 8 and 15: Sign and return one (1) copy of the SF 30 document alongside your submitted bid package.
2. Acknowledge in Writing: Acknowledge receipt of this amendment on each copy of the offer submitted.
3. Electronic/Letter Amendment: Send a separate letter or electronic communication referencing the solicitation number (FA663326B0001) and amendment number (0001). This must be received prior to the opening hour on 08 September 2026.
Failure to acknowledge Amendment 0001 prior to the bid opening hour may result in the rejection of your offer.
