About this opportunity
The Department of the Air Force Headquarters District Washington is seeking a contractor to perform comprehensive mold remediation services at Joint Base Andrews, Maryland, addressing suspected fungal growth in five buildings (1811, 1245, 1794, 1628, and 1345) that have experienced contamination due to facility leaks, moisture collection, and failed infrastructure seals. The remediation work must follow IICRC S520 standards and EPA/OSHA guidelines, requiring full containment, HEPA vacuuming, EPA-registered antimicrobial treatments, removal and replacement of contaminated materials, and HVAC system cleaning to restore these buildings to safe, clean, and usable conditions. Contractors must provide all personnel, equipment, tools, materials, vehicles, supervision, and services necessary for the project, with deliverables including detailed pre- and post-remediation documentation and spore trap analysis reports. The solicitation evaluation will be based primarily on price and delivery schedule, with quotes valid for 60 days after submission. Critical dates include the mandatory site visit on July 10, 2025, at 0900 EST, quotation questions due by July 11, 2025, and the final quote submission deadline of July 29, 2025.
This procurement is designated as a total small business set-aside under NAICS code 562910 (Remediation Services) with a size standard of 1,000 employees, ensuring 100% small business participation. While no specific incumbent contractors are identified in the documents, the project requires comprehensive remediation across buildings ranging in size from 2,015 to 23,859 square feet, including offices, warehouses, dining halls, conference rooms, and a chapel. The performance period is established at 60 calendar days with potential extension up to 75 days, and delivery schedules exceeding 75 days will not be accepted. The work will be performed at Joint Base Andrews, Maryland, with contractors required to coordinate base access through submission of completed Base Access Forms and adherence to strict security protocols during remediation activities. Historical asbestos sampling data from 1984-2009 is provided to inform contractor planning, and the government has confirmed that the underlying moisture sources causing the fungal growth have already been addressed.
