About this opportunity
The Department of State is procuring the supply and replacement of a power monitoring system for the U.S. Embassy in Manila, Philippines, through solicitation 19RP3825Q0116. The project involves a complete upgrade of the existing power monitoring infrastructure for two buildings (NOX1 and NOX2), including replacement of 140 monitoring devices, installation of master controllers/EGX gateways, workstation/server setup, and software implementation compatible with Windows 11. The system must integrate existing equipment through potential protocol conversions while providing real-time and historical power analysis capabilities with multi-user access within a closed LAN environment. The government intends to award a firm-fixed price contract to the responsible company submitting the lowest-priced, technically acceptable offer, with evaluation based primarily on initial quotations without discussions. Critical deadlines include the mandatory site visit that occurred on July 30, 2025, questions due by August 1, 2025, and quotation submissions due by August 15, 2025, at 4:00 P.M. Philippine local time.
This procurement has no set-aside designation and is open to full and open competition, with the existing power monitoring system originally installed by Makati Development Corporation as part of a 2010 construction contract. While no specific contract value is provided, offerors must be registered in the System for Award Management (SAM) database and submit quotations electronically with file size limitations of 10MB per submission. The performance timeline requires delivery and installation within 14 calendar weeks after contract award, with the contractor responsible for all aspects including customs clearance and Philippine regulatory certifications as needed. The work will be performed at the U.S. Embassy Manila Chancery Compound located on Roxas Boulevard in Ermita, Manila, where the government will provide temporary storage, water, and power during the installation period. All submissions must include completed SF-1449 forms, pricing sections, representations and certifications, and proof of SAM registration to be considered responsive.
