About this file
This document is a Questions and Answers (Q&A) file for Request for Quote (RFQ) No. 19RP3825Q0116 for Supply and Replacement of Power Monitoring System (PMS) for two buildings (NOX1 and NOX2). The existing PMS was originally part of a 2010 construction contract with Makati Development Corporation. The solicitation involves replacing the current power monitoring infrastructure, which includes 140 devices to be monitored, with a new system that requires integration of existing equipment, potential protocol conversions, and comprehensive software and hardware upgrades.
Key technical requirements include providing software licenses, enabling multi-user access, supporting remote access within a closed LAN environment, and maintaining compatibility with existing MODBUS communications. The performance timeline is 8 weeks, and the contractor is responsible for determining installation sequence, handling customs clearance, and securing any necessary Philippine regulatory certifications. The U.S. Embassy's Contracting Officer's Representative (COR) will provide additional guidance during the installation period, and detailed technical specifications will be further clarified through Amendment 002 and the attached Statement of Work.
