About this opportunity
The Department of the Army National Guard seeks supply and installation of one 80-foot by 112-foot engineered tensioned fabric tent structure at Volk Field Air National Guard Base, Camp Douglas, Wisconsin, with proposals due August 31. This is a total small business set-aside under NAICS 332311 (Prefabricated Metal Building and Component Manufacturing), with a size standard of 750 employees.
Place of performance is Camp Douglas, Wisconsin. The structure must provide permanent-grade, climate-resilient coverage with an open, column-free interior featuring arched trusses and minimum 12-foot interior clearance beneath the lowest structural element, capable of withstanding northern tier environmental conditions including extreme cold, heavy snow loads (minimum 43 pounds per square foot), high winds (basic wind speed of 100 miles per hour), hail, and rapid freeze-thaw cycles. Design must comply with ASCE/SEI 7-16 Risk Category 1 standards and UFC/IBC requirements. Fabric must be rated for 20+ year lifespan, desert tan color, UV-resistant, and mildew-resistant; metal components must be corrosion-resistant. The structure will be installed on an existing 4000 PSI concrete pad constructed circa 2015. The contractor must provide all labor, materials, equipment, engineering, transportation, and installation services. Delivery is required within 90 calendar days from award, with installation services performed September 15 through December 15, 2026.
The solicitation permits equivalent tent systems meeting or exceeding performance and functional needs, and closely comparable dimensions provided they fit within the approximately 83-foot by 116-foot workable installation area. Mandatory warranties include 20 years on fabric and 10 years on structural components, plus one year on workmanship. Site access is Monday through Friday, 0700–1600 hours; all contractor personnel require valid picture identification and pre-clearance through an Entry Access Listing at least three business days prior to arrival. The non-manufacturer rule applies with no SBA class waiver sought. Evaluation will be based on price and technical factors, with firm fixed-price line items for the tent structure, installation services, and shipping/freight charges.
