About this file

This is a Questions and Answers document for federal contract W50S9H26QA034 concerning the supply and installation of an 80 x 112 foot tent structure at Volk Field CRTC.

The document clarifies that equivalent tent systems may be offered if required performance and functional needs are met or exceeded, and closely comparable dimensions will be considered provided they fit within the installation area. The project completion date is flexible, contingent upon contract award, material lead times, mission prioritization, and environmental conditions. Core site access hours are Monday through Friday, 0700-1600, with flexibility available on a case-by-case basis. ASCE/SEI 7-16 Risk Category I is acceptable for design when coupled with Northern Zone snow loads. The existing concrete pad is specified as 4000 PSI concrete with mesh 1# fibers, though as-builts are unavailable and a site visit may provide additional information. The structure is not intended as a permanent facility; therefore, permanently installed piers as anchor points are not permitted, though temporary anchoring solutions are acceptable. For the 50-foot end-wall openings, multiple fabric door openings are permissible to maximize open-end space, though a single opening solution is preferred. A 14-foot fabric side door is acceptable if positioned within the existing 16-foot gate opening. The existing fence may be temporarily removed or modified if reinstalled to original condition, with adjacent parking lot access available for construction equipment and cranes. Special wage rates are not required as this is solicited as a commodity with installation. Light poles are to be removed prior to installation. A one-year workmanship warranty is acceptable; however, the contractor should specify if the structural warranty extends beyond one year.

W50S9H26QA034 – SUPPLY AND INSTALLATION OF 80 X 112 TENT STRUCTURE

QUESTIONS AND ANSWERS

Q1. Could you please conirm whether the speciications listed in the requirement are mandatory and must be met exactly, or whether an equivalent tent system with minor differences in design, materials, dimensions, or technical speciications may be offered, provided it meets or exceeds the required performance and functional needs?

A1. Provided required performance and functional needs are met or exceeded, equivalent systems may be offered for consideration.

Q2. Please also conirm whether the 80' x 112' dimensions are irm requirements or whether a closely comparable size would be considered.

A2. Closely comparable sizes will be considered provided they it within the conines of the area where the structure will be installed.

Q3. Project Completion Date - What is the required completion date for the project?

A3. Flexible contingent on contract award, lead time for material acquisition, mission prioritization, and environmental conditions.

Q4. Site Access - What are the permitted hours for site access and installation?

A4. Core site hours will be M-F, 0700-1600, with consideration given to lexing based on the needs of the government and on a case by case basis.

Q5. Access/Security Requirements - Are there any access restrictions, background checks, badges, or other security requirements for contractor personnel? If so, please provide details.

A5.

1. No one will be allowed access to the facility without prior arrangement.

Personnel are not allowed entry to any restricted access areas once on base. Access is allowed “ONLY” in areas designated to conduct work on this project.

2. All vehicles and personnel are subject to search at the discretion of base security personnel.

3. Personnel who require access to the base shall have a valid current picture

I.D. To be granted access on the Entry Access Listing (EAL) the contractor shall provide the full name (including first, middle and last name), valid Driver’s license number and Date of Birth for each person requiring entry.

EAL information must be sent at least three (3) business days prior to scheduled arrival for proper processing.

4. Volk Field CRTC is a secure facility and will utilize the aforementioned information of personnel to conduct a background check prior to commencement of work.

Q6. Wind and Snow Load Criteria - Could you please conirm the applicable wind and snow load design criteria/code? Our vendor has referenced the attached ASCE Design Hazards Report.

Q6a. Is ASCE/SEI 7-16 Risk Category I acceptable, or is another code/risk category or site-speciic criteria required?

A6. ASCE/SEI 7-16 Risk Category 1 is acceptable when coupled with Northern Zone snow loads.

Q7. Existing Concrete Pad - Is information available regarding the existing concrete pad, including its age, thickness, composition, reinforcement, design drawings, concrete strength, or load-bearing capacity?

Q7. As-builts are not available. 4000 PSI concrete with mesh 1# ibers was speciied when built. Site visit may help answer further.

Q8. Anchoring / Additional Piers - Based on the SOW requirement for an engineered anchoring system, our vendor anticipates that individual concrete piers may be required at each truss location and end-wall upright.

Q8a. Would the installation of additional piers be permitted if determined necessary by the contractor's engineer?

A8. The intent is not to have permanently installed piers as anchor points as the structure is not meant to me a permanent, real property facility.

Q9. Fabric Access Doors – End-Wall Openings - The SOW speciies vertical accordion-style fabric doors on both the sidewalls and end walls. Our vendor advises that fabric doors are generally limited to approximately 18 ft. in width, while the end-wall openings are approximately 50 ft.

Q9a. Could the Government please provide guidance on the acceptable door type/style for the larger 50-ft. openings so the vendor can include appropriate pricing?

A9. The intent is to have the ends or the structure able to be opened for the placement and removal of equipment as well as providing maximum airlow through the structure in summer months. Multiple openings to achieve the maximized open-end space may be permissible but preference will be given to a single opening solution.

Q10. 16-Ft. Side Door - For the speciied 16-ft. side entrance, the vendor advises that the door width may be limited to 14 ft. based on the proposed truss spacing and structural requirements.

Q10a. Would a 14-ft. fabric door be acceptable, or must the full 16-ft. opening be maintained? If 16 ft. is required, please advise whether an alternative structural coniguration would be acceptable.

A10. A 14’ fabric door would be acceptable if the edges of the 14’ opening fall within the 16’ gate opening in the existing fence.

Q11. Existing Fence / Construction Access - Will the existing fence remain in place during construction? If so, could you provide the approximate fence dimensions and conirm whether suficient access will be available for cranes, trucks, and other installation equipment?

Q11a. If necessary for installation, would the contractor be permitted to temporarily remove or modify portions of the fence?

A11. The intent is for the fencing to remain in place during construction but if the fencing is reinstalled to its original condition, temporary removal or temporary modiication may be permissible. Adjacent parking lot access should provide ample space and access for trucks, cranes, and other installation equipment.

Q12. Can you provide the concrete pad foundation design/engineering layout?

A12. See Q7/A7.

Q13. Should I include special wage rates in the labor portion?

A13. Special wage rates are not required for the labor portion of this requirement. This is being solicited as a commodity with installation.

Q14. Will you move the obstacles and/or fencing during the installation of our building?

A14. See Q/A11. Additionally, the intent is to have light poles removed prior to installation.

Q15. Our workmanship warranty is 1-year. Is this acceptable?

A15. Workmanship warranty, yes. Will the structural warranty of the installed solution carry a greater warranty?

Q16. Is it possible to send an aerial photo of where you plan to place the building?

A16. An aerial photo was provided with the original solicitation documentation labeled Rough Sat Overview.
