Statement of Work Summary: Supply and Installation of 80' x 112' Tent Structure

This Statement of Work defines requirements for sourcing, delivering, and installing an engineered tent structure at Volk Field Air National Guard Base in Wisconsin. The structure must provide a permanent-grade, climate-resilient covered area measuring approximately 80 feet by 112 feet with an open, column-free interior design featuring arched trusses and vertical sidewalls. The structure shall maintain a minimum interior clearance of 12 feet beneath the lowest structural element and be site-adapted to an existing concrete pad within a fenced compound.

The contractor must engineer and deliver a structure capable of withstanding northern tier Air Force environmental conditions, including heavy snow loads, high winds, hail, extreme cold, and rapid freeze-thaw cycles, in compliance with UFC and IBC standards. All fabric must be rated for 20+ year lifespan, desert tan in color, UV-resistant, and mildew-resistant. Metal components must be corrosion-resistant for cold-weather durability. Access requirements include vertical accordion-style fabric doors with 12 feet minimum overhead clearance on sidewalls and end walls, operable manually by a single individual, plus rigid personnel doors adjacent to fabric access doors for independent ingress/egress. Deliverables include engineered and fabrication drawings, snow and wind load certification, anchoring plans, warranty documentation, and operations/maintenance manuals. The contractor must provide a minimum 20-year fabric warranty and 10-year structural warranty covering defects in materials, workmanship, and environmental performance. All non-compliant items will be corrected or replaced at no additional cost to the government.

STATEMENT OF WORK (SOW)

FOR

SUPPLY AND INSTALLATION OF 80’ X 112’ TENT STRUCTURE

PURPOSE

This Statement of Work (SOW) deines the requirements for sourcing, delivering, and installing an approximately 80’ x 112’ engineered tent structure at Volk Field Air National Guard Base (ANGB). The structure will provide a durable, climate-resilient covered area suitable for year-round use in a northern tier environment.

BACKGROUND

The designated installation area is located within a fenced compound at Volk Field CRTC. The government requires a permanent-grade tensioned fabric structure to protect mission-essential equipment and personnel from severe weather conditions typical of northern tier Air Force bases, including extreme cold, heavy snow loads, high winds, hail, and rapid freeze-thaw cycles.

SCOPE

The contractor shall provide all labor, materials, equipment, engineering, transportation, and installation services necessary to deliver a fully functional, anchored, and code-compliant tent structure. All dimensions provided are approximate and shall be veriied by the contractor prior to fabrication and installation.

TECHNICAL REQUIREMENTS

A. STRUCTURE DIMENSIONS AND CONFIGURATION

• Approximate footprint: 80 feet x 112 feet

• Interior design: Open, column-free clear span

• Structural system: Arched trusses spanning the full width

• Wall coniguration: Vertical sidewalls and end walls

• Minimum interior clearance: 12 feet beneath lowest structural element

B. CLIMATE AND ENVIRONMENTAL PERFORMANCE

The structure must be engineered and rated to withstand northern tier Air Force Base environmental conditions, including:

• Snow load: Must meet or exceed local base-speciic design snow load requirements

• Wind load: Must meet or exceed local wind rating requirements

• Cold weather durability: Materials must resist brittleness, cracking, and thermal degradation

• Hail resistance: Fabric and structural components must withstand hail impact

• Temperature extremes: Must tolerate rapid temperature luctuations and freeze-thaw cycles

C. FABRIC AND MATERIAL REQUIREMENTS

• Structure fabric shall be rated for a 20+ year lifespan

• Color: Desert tan or similar solid neutral color

• Fabric must be UV-resistant, mildew-resistant, and engineered for long-term outdoor exposure

• All metal components shall be corrosion-resistant and suitable for cold-weather environments

D. ANCHORING AND SITE ADAPTATION

• Structure shall be site-adapted to the existing concrete pad

• Anchoring system must be engineered for the pad’s thickness, strength, and condition

• Contractor shall verify pad suitability and propose corrective measures if required

ACCESS AND EGRESS REQUIREMENTS

A. FABRIC ACCESS DOORS

• Vertical accordion-style fabric doors shall be installed on both sidewalls and end walls

• Doors must provide 12 feet (minimum) of overhead clearance when fully open

• Doors must be operable manually by a single individual

• Door design must prevent binding or failure in cold weather

B. RIGID MAN DOORS

• Rigid personnel doors shall be installed adjacent to fabric access doors

• Placement must allow ingress/egress without opening the large fabric doors

• Doors must meet applicable safety, ire, and egress requirements

INSTALLATION REQUIREMENTS

• Contractor shall verify all dimensions prior to fabrication

• Installation shall occur within the fenced area designated by the government

• Contractor shall provide all equipment necessary for safe installation in winter conditions

• All work shall comply with applicable federal, state, and local codes, including UFC and IBC standards

DELIVERABLES

• Engineered structural drawings

• Fabrication drawings and material speciications

• Snow load and wind load certiication

• Anchoring plan

• Warranty documentation

• Operations and maintenance manuals

WARRANTY

The contractor shall provide a minimum 20-year fabric warranty and a minimum 10-year structural warranty covering defects in materials, workmanship, and environmental performance.

GOVERNMENT RESPONSIBILITIES

• Provide access to the fenced installation area

• Provide any existing site drawings or pad speciications

• Coordinate installation schedule with base operations

ACCEPTANCE CRITERIA

The Government will inspect the completed structure to verify:

• Compliance with all dimensional, structural, and environmental requirements

• Proper anchoring and tensioning

• Smooth operation of all fabric and rigid doors

• Absence of defects, damage, or installation deiciencies

• Items not meeting requirements will be corrected or replaced at no additional cost.
